There is a phrase many HSE professionals know all too well:
"No one listens to HSE ... until something goes wrong."
It is not a reflection of one company or one site, it is a challenge we have seen across many industries and operations.
We have witnessed situations where HSE raised valid concerns, flagged unsafe conditions, and proposed preventive actions, but the response was often, "Let's deal with it later," or "It's not critical right now."
Then the incident happens, and suddenly, the conversation changes.
But by that time, the damage is done: injuries, downtime, and hard lessons.
On the other hand, we have also seen organizations that get it right, where safety is truly embedded in the culture. From leadership to the frontlines, everyone lives the value of putting HSE first. In these workplaces, concerns are addressed early, near misses are reported without fear, and safety is treated as a core part of how business is done, not an afterthought.
So how do we move from reactive to proactive?
- Encourage leaders to listen early, not only after.
- Empower employees and contractors to speak up.
- Engage HSE as a strategic partner, not just a checklist.
- Ensure that actions are taken before incidents, not after.
HSE is not about blame, it is about care, prevention, and responsibility.
It must be part of everyday decisions, planning, and behavior.
