At the International Maternal Newborn Health Conference 2026, we shared the story, impact, and learning from the Unnecessary C-section (UnCS) Campaign, highlighting how collective voices, evidence, and advocacy can push a critical public health issue into policy conversations.

Presented by Dr. Ishtiaq Mannan, this session reflected real stories, real challenges, and the urgent need for change.

But conversations alone are not enough. The situation on the ground demands action, and it demands it now.

Let’s come together to take this forward. Because when it comes to maternal health, we cannot afford to wait any longer.

আন্তর্জাতিক এই সংস্থা বলছে, মোট প্রসবের মধ্যে সিজারিয়ান ডেলিভারির হার কোনোমতেই ১০ থেকে ১৫ শতাংশের বেশি হওয়া উচিত নয়। ২০১৪ সালেই বিশ্বব্যাপী এই সীমা নির্ধারণ করে দিয়েছে আর্ন্তজাতিক সংস্থাটি। কিন্তু চট্টগ্রামসহ বাংলাদেশে সেই সীমা ছাড়িয়েছে ছয় গুণের বেশি। বাংলাদেশ ডেমোগ্রাফিক অ্যান্ড হেলথ সার্ভের তথ্যানুযায়ী, বাংলাদেশের হাসপাতাল বা ক্লিনিকে ১০টির মধ্যে ৬টি শিশুর জন্ম হচ্ছে সিজারিয়ান অপারেশনের মাধ্যমে।

One out of ten mothers met the criteria for clinically acute stress from the birth. However, for women who underwent an unscheduled cesarean, 26.6% reported clinical stress, and there were even higher rates (29.3%) of stress if a cesarean was performed during labor. Therefore, compared to a vaginal delivery, a woman having an unscheduled c-section was found to be four times more likely to be at risk for acute stress.

মাতৃস্বাস্থ্য কি কেবলই মুনাফার পণ্য?

নির্বাচনী অঙ্গীকারে স্বাস্থ্য খাতে সরকারি বিনিয়োগ বাড়ানো, সুশাসনের জন্য কাঠামো তৈরি, প্রাথমিক স্বাস্থ্যসেবা নিশ্চিতকরণ, নতুন মাঠকর্মী নিয়োগ, দরিদ্রের জন্য সুরক্ষা, ডিজিটাল ব্যবস্থাপনা বাস্তবায়ন, ব্যক্তি খাত থেকে স্বাস্থ্যসেবা ক্রয়, দুর্নীতি রোধ ইত্যাদি সব প্রয়োজনীয় ও সঠিক বিষয় অন্তর্ভুক্ত হয়েছে।

সর্বজনীন স্বাস্থ্যসেবার অঙ্গীকারের মূলনীতির সঙ্গে সংগতিপূর্ণ এই অঙ্গীকারনামা থেকে বোঝা যায় যে বিএনপি নির্বাচনী পরীক্ষার আগে প্রস্তুতি ভালো নিয়েছে এবং সেইমতো অঙ্গীকারগুলো জনসমক্ষে এনেছে।

বিএনপি নির্বাচনের আগে বেশ কয়েক মাস ধরে স্বাস্থ্য খাতের সমস্যা ও সমাধানগুলো বোঝার চেষ্টা করেছে। বর্তমান প্রধানমন্ত্রী তাঁর প্রাক্‌-প্রত্যাবর্তন প্রস্তুতি পর্বে সময় নিয়ে বিশেষজ্ঞদের কথা শুনেছেন, প্রশ্ন করেছেন।

আশার কথা এই যে দলীয় বলয়ে একটা স্বাস্থ্যবিশেষজ্ঞ দলের সম্মিলন ঘটেছে। কোনো রাজনৈতিক দলের ভেতরে স্বাস্থ্য নিয়ে এই পর্যায়ের কারিগরি বিশ্লেষণ এর আগে হয়নি।

এবার বাস্তবায়নের পালা—যাত্রাপথের কঠিনতম পর্ব।

গত বছর দেশে প্রায় ১৭ লাখ শিশুর জন্ম হয়েছে অপ্রয়োজনীয় অস্ত্রোপচারে। একটি হিসাব বলছে, অপ্রয়োজনীয় অস্ত্রোপচারে বছরে পাঁচ হাজার কোটি টাকার বেশি আর্থিক ক্ষতি হচ্ছে। আন্তরিকতার অভাব ও সরকারি নজরদারির ঘাটতির কারণে দেশে সন্তান জন্মদানে অস্ত্রোপচার আশঙ্কাজনকভাবে বেড়েছে।

বাংলাদেশে মৃত্যু নিবন্ধনের হার মাত্র ৪৭ শতাংশ। অর্থাৎ প্রতি দুইটি মৃত্যুর একটি রাষ্ট্রের খাতায় ওঠে না। এই পরিসংখ্যান একটি ভয়াবহ জনস্বাস্থ্য সংকটের সূচক। রাষ্ট্র কার্যত অর্ধেক মৃত্যুর কারণ, স্থান ও প্রবণতা সম্পর্কে অবহিত নয়। অতি গুরুত্বপূর্ণ এসব তথ্য না জানা থাকলে রাষ্ট্রের পক্ষে মানুষের জীবন রক্ষায় কার্যকর পরিকল্পনা গ্রহণ ও বাস্তবায়ন করা অসম্ভব।
