Coachatwork EQAVET SYSTEM FOR RECOGNITION, VALIDATION AND ACCREDITATION OF SKILLS, KNOWLEDGE AND COMPETENCIES OF SUPPORTED EMPLOYMENT PROVIDERS FOR DISABLED PEOPLE

People with disabilities (PwD) are the most disadvantaged group with regards to employment. Currently in the Bulgaria their number (age 18-29) is about 227 000 and more than 60% of them are unemployed. In Turkey they are 273,915 and only 15% are in employment compared with the national average of over 80%. In Austria they are around 850,000 and only 19% are employed and in Spain they are 3,847,900 and only 11% of them have permanent job. It is one of the key areas of both European Disability Strategy 2010-2020 and Europe 2020 to allow full accessibility to education as well as to the labour market for people with disabilities. In many European countries and beyond accessibility to the labour market is still not given because of the lack of suitable and powerful implemented support concepts. The impact of the Supported employment (SE) approach (a method of working with disabled people and other disadvantaged groups to access and maintain paid employment in the open labour market) have been identified in previous T-EST project (LLP-LDV-TOI-12-AT-0011) as very beneficial to the PwD and during its implementation phase it gives clear quality improvement of the accessibility to the labour market for those targets. However during this process the partners discovered the need for development of dedicated VET programme for training of Job coachers of people with disabilities which does not exist so far in Europe as officially accredited job profile. The COACH@WORK project will continue supporting the inclusion of the Supported employment approach in Austria and Spain, but also in new countries such as Bulgaria and Turkey where this will be done for the first time by developing EQAVET system for recognition, validation and accreditation of their knowledge, skills and competencies. Those learning outcomes will be in connection with the dedicated unique ECVET training programme for SE providers which will cover:

Disability awareness;
Acquisition of key & transversal competencies;
Application of interactive technologies and methods in coaching process;
Mainstreaming and digital technologies usage by PwD;
Supported employment basis;
Pre-employment support agenda
Dedicated training materials (for PwD job seekers) related to all aspects of seeking employment: preparing for interview; completion job applications; disclosure of disability; presenting a professional appearance; analysing strengths and weaknesses; accessing further help and resources etc.;
Career guidance and labour market methods. This COACH@WORK VET programme will be accredited by the national body (NAVET) which will happened for the first time in Europe in that field. This training programme will be followed by piloting implementation phase as well as will establish a network between 54 employers of PwD that will complete a memorandum of understanding for the further exploitation of the project outputs. The impact of the project reflects to the labour market engagement and work towards removing unemployed people from incapacity benefits, state or charitable support, enabling full workplace inclusion and career enhancement. The long term impact of the project will increase the employment rates of PwD who are currently inactive in the labour market and have low or no work experience or vocational training. This will lead to greater independence and financial security, allowing them to become fully active members of society in general and ultimately to an improved economy. From other hand the SE providers will have the ability after official accreditation to increase the opportunities for their sustainable employment by providing this very innovative expertise which does not exist both on National and EU levels.

Assess your inclusive entrepreneurship policies and programmes
Inclusive entrepreneurship policies and programmes aim to ensure that all people, regardless of their personal characteristics and background, have an equal opportunity to start and run their own businesses. These policies typically target groups that are under-represented in entrepreneurship, or that face greater barriers to business creation and self-employment, e.g. women, youth, the unemployed and migrants.
There are four versions of the self-assessment tool for each of the target groups mentioned above. Each self-assessment includes a collection of good practice statements against which you are asked to assess your city, region or country. The good practice statements are organised in six modules. Please answer as honestly as possible to ensure that the tool provides you with the most relevant resource material.

Each module takes about 10 minutes to complete and it will take approximately one hour to complete all modules. Note that you do not have to complete all of them. You can also save your assessment at any time and complete the other modules at a later date.

You can use the self-assessment tool without registering but you will need an account to be able to save your results. Creating an account will also allow you to create groups and invite colleagues and other stakeholders to take the assessment.

Нова възможност за устойчива заетост на хората с увреждания

От 15 август 2018 г. Агенцията по заетостта започва да набира заявки за обучения и заетост на безработни лица с трайни увреждания. Заявките ще се приемат по новия компонент II на проект „Обучения и заетост за младите хора” – за безработни лица с трайни увреждания до 29 години включително, и по новия компонент II на проект „Обучения и заетост” – за безработни лица с трайни увреждания на възраст над 29 години. И двата проекта се реализират с финансовата подкрепа на Европейския социален фонд на Европейския съюз по Оперативна програма „Развитие на човешките ресурси“ 2014-2020 (ОП РЧР).



Близо 5000 лица с увреждания са започнали работа през първата половина на 2018 г. с посредничеството на Агенцията по заетостта, като повече от 1500 от тях са включени в субсидирана заетост. Към момента по проектите „Обучения и заетост за младите хора” и „Обучения и заетост” устроените на работа хора с увреждания са 884. Целта на изпълнението на новия компонент II по двата проекта е да се даде допълнителна възможност за устойчива заетост на една от най-уязвимите групи на пазара на труда, като по този начин се предотврати изпадането й в продължителна безработица, загубата на трудови умения и социалната изолация.



Работодателите ще бъдат стимулирани максимално дълго да задържат хората с трайни увреждания на работното място. Със средства от ОП РЧР ще бъдат поети възнагражденията съгласно минималния осигурителен доход за съответната основна икономическа дейност и осигурителните вноски на наетите от тях по проектите за 24 месеца. Ако работодателите задържат служителя/служителите 6 месеца след този срок, ще им бъде даден еднократно допълнителен бонус от 6 минимални работни заплати, установени за страната.



Всеки работодател, който желае да наеме безработни лица с трайни увреждания по компонент II на проектите, може да подаде заявка за разкриване на свободни работни места според своите потребностивъв всички бюра по труда в страната. На този етап от изпълнението, безработните лица с трайни увреждания, одобрени от работодателите, ще могат да преминат професионално обучение и/или обучение за придобиване на ключова компетентност с ваучери (съгласно ПМС № 280/ 2015 г.) Заявки от работодателите ще се приемат на хартиен носител лично или чрез пълномощник в бюрата по труда в страната, в работни дни между 08.30 и 17.00 часа.



Размерът на отпуснатата безвъзмездна финансова помощ по новия компонент II на проект „Обучения и заетост за младите хора” е 8 854 936 млн. лева, а на проект „Обучения и заетост” – 10 000 000 млн. лева. Заявките за свободни работни места ще се разглеждат по реда на тяхното подаване до изчерпване на финансовия ресурс. Очакванията са с планираните средства да се осигури заетост на 200 младежи до 29 години и 800 лица над 29 години с трайни увреждания.
