Usually, any foreigner who wishes to enter Canadian's workforce needs a work permit. In most instances, your potential employer would need to apply for an LMIA to the Canadian government, explaining and proving why a foreign worker is needed to fill the shortage. Once your employer gets a positive LMIA, you may then apply for a work permit.

In some instances, however, your employer does not need to apply for a LMIA. This is called the LMIA-Exempted Work Permit.

Can I still apply to sponsor my spouse or partner while I am outside of Canada?

Yes, you may.
However, you must prove that you have plans to move back to and settle in Canada when your spouse or partner's permanent residence application is approved.

It is recommended that you submit such plan and proof together with your application to avoid delay and most importantly, a refusal because officer does not have sufficient information to believe you will return with your spouse or partner.
