GHANA HEALTH SERVICE COUNCIL FAMILIARIZATION VISIT TO THE UPPER WEST REGION
As part of efforts to strengthen the healthcare system in Ghana, the Ghana Health Service (GHS) Council undertook a two-day working visit to the Upper West Region from 24th to 25th November 2025. The GHS Council serves as the governing body responsible for the overall management and oversight of the Ghana Health Service, the autonomous agency mandated to implement national health policies.
A two-member delegation from the GHS Council, led by the Regional Council Patron for the Upper West Region, Dr. Munawar Issahaque together with Mr. John Fosu Saben, Director of Internal Audit–GHS and Regional Parent of the Service, embarked on the visit to familiarize themselves with the regional health landscape.
The team was led by the Regional Director of Health Services, Dr. Josephat A.Nyuzaghl,on various engagements within the region.
As part of the visit, the delegation paid a courtesy call on the Upper West Regional Minister, Hon. Lawyer Charles Lwanga Puozuing. The Minister expressed his delight at receiving the team, and both parties discussed several important issues aimed at improving healthcare delivery in the region.
The Council also engaged key stakeholders, including:
• Staff of the Regional Health Directorate
• Budget Management Centre (BMC) Heads
• District Directors of Health Services and Medical Superintendents
During these engagements, Dr. Munawar Issahaque inaugurated a seven-member Regional Health Committee Team, emphasizing the Council’s commitment to strengthening health governance at all levels.
In his welcome address, Dr. Josephat A. Nyuzaghl expressed his appreciation for the Council’s visit and wished them well in their mandate. He delivered a PowerPoint presentation outlining the region’s priority areas, which included:
• Strengthening maternal, neonatal and child health services
• Enhancing governance and accountability systems at all levels
• Reducing deaths and illnesses from vaccine-preventable diseases across the life course
He also highlighted key challenges facing the Regional Health Directorate, such as:
• Inadequate staff accommodation, especially in rural areas
• Persistent shortage of critical health professionals, including CHNs, medical officers, laboratory staff, specialists, and midwives
• Inadequate logistics and infrastructural limitations
Despite these challenges, Dr. Nyuzaghl affirmed the Directorate’s commitment to delivering quality healthcare to the people of the region.
Dr. Munawar Issahaque, speaking on behalf of the GHS Council, thanked the Regional Health Directorate for the well-organized engagement. He explained that the purpose of the visit was to obtain firsthand insight into the region’s challenges and help inform resource allocation priorities. He added that the visit also aimed to assess the state of primary healthcare delivery and strengthen dialogue between the GHS Council and the Regional Health Team.
The team, led by Dr. Nyuzaghl, visited several districts and health facilities, including:
• Upper West Regional Hospital
• Wa Municipal Hospital
• Loho CHPS Compound (Nadowli-Kaleo District)
• Daffiama Health Centre (DBI District)
• Lawra Municipal Hospital.
At each site, interactions and staff durbars were held, providing frontline health workers the opportunity to bring out key issues affecting their work and efforts to be made to address them.
