DPHSS has secured the necessary funding to sustain these vital programs and continues to work collaboratively with the Mayors’ Council of Guam (MCOG), which manages the day-to-day operations of the senior centers. While the Memorandum of Understanding (MOU) between DPHSS and the MCOG is still under review, DPHSS has proactively made funding available to the Council to cover the first quarter of Fiscal Year 2026. This measure ensures that services for our Manåmko’ remain uninterrupted while both parties finalize the MOU.

The Department of Public Health and Social Services (DPHSS) announced that, following the signing of the Fiscal Year (FY) 2026 Appropriations Act on November 13, 2025, the federal government shutdown has officially ended. As a result, the U.S. Department of Agriculture (USDA) has confirmed the Supplemental Nutrition Assistance Program (SNAP) will return to normal operations, including November 2025 benefits.
