The proposal to use private nursing home beds as 𝘁𝗲𝗺𝗽𝗼𝗿𝗮𝗿𝘆 stepdown facilities was introduced as a partial, short-term solution to address severe overcrowding at the University Hospital Limerick ( ) Emergency Department.

The HSE Ireland proposal sought to use:

25 beds at Cahercalla Nursing Home, Ennis
50 beds at a newly built nursing home in Nenagh
on a temporary basis to help alleviate pressure at .

𝗟𝗼𝗰𝗮𝗹 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲

While much of the public discussion centered on Nenagh, the decision regarding Cahercalla received mixed reactions:
Some local politicians and others welcomed the move.
Most expressed serious concern, pointing to the existing shortage of long-term and respite nursing home beds in County Clare.

These concerns have grown more urgent as access to nursing home care has become increasingly limited across the county.

Information obtained by Pádraig Rice TD and Hilary Tonge with regard to nursing home beds in Clare has raised some concerns:

𝟮𝟬𝟮𝟬 HSE Mid West accessed No nursing home beds as stepdown beds in Clare


𝟮𝟬𝟮𝟭 HSE Mid West accessed 10 beds at Lakes Nursing Home

𝟮𝟬𝟮𝟮 HSE Mid West accessed 𝟯𝟲 beds across the county
(Lakes 10, Cahercalla 10, Carrigoran 4, Liscannor 2. Athlunkard 10)

𝟮𝟬𝟮𝟯 HSE Mid West accessed the same number of beds, 𝟯𝟲, as 2022 with the same breakdown across homes.

𝟮𝟬𝟮𝟰* there was a significant increase in numbers of beds accessed by Mid West ,
𝟱𝟲 𝗯𝗲𝗱𝘀 𝗶𝗻 𝘁𝗼𝘁𝗮𝗹 𝗮𝗰𝗿𝗼𝘀𝘀 𝗖𝗹𝗮𝗿𝗲
𝟯𝟱 𝗼𝗳 𝘁𝗵𝗼𝘀𝗲 𝗶𝗻 𝗖𝗮𝗵𝗲𝗿𝗰𝗮𝗹𝗹𝗮

𝟮𝟬𝟮𝟱* there was a slight drop inthe number of beds accesssed by HSE Mid West 𝗕𝗨𝗧 an increase in the number accessed in Cahercalla,
𝘄𝗵𝗼𝘀𝗲 𝗻𝘂𝗺𝗯𝗲𝗿 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗲𝗱 𝘁𝗼 𝟯𝟴

In 2024 and 2025,𝗼𝘃𝗲𝗿 𝗼𝗻𝗲 𝘁𝗵𝗶𝗿𝗱 of all available beds in Cahercalla Nursing Home were used by HSE Mid West as stepdown beds for patients from .

Over the past 5 years the use of stepdown beds by HSE Mid West at Cahercalla has gone from 𝘇𝗲𝗿𝗼 𝘁𝗼 𝟯𝟴.

‼️𝗪𝗛𝗔𝗧 𝗪𝗔𝗦 𝗜𝗡𝗧𝗥𝗢𝗗𝗨𝗖𝗘𝗗 𝗔𝗦 𝗔 𝗧𝗘𝗠𝗣𝗢𝗥𝗔𝗥𝗬 𝗠𝗘𝗔𝗦𝗨𝗥𝗘 𝗦𝗘𝗘𝗠𝗦 𝗧𝗢 𝗕𝗘 𝗘𝗩𝗢𝗟𝗩𝗜𝗡𝗚 𝗜𝗡𝗧𝗢 𝗦𝗢𝗠𝗘𝗧𝗛𝗜𝗡𝗚 𝗠𝗢𝗥𝗘 𝗣𝗘𝗥𝗠𝗔𝗡𝗘𝗡𝗧.‼️

Cahercalla:

* Founded: Purchased in 1995 for £700,000, funded entirely by the Clare community to bring the facility into community ownership.
·*Expansion: A 20-bed extension was added in 2008 to meet increasing local demand.

Cahercalla remains a source of local pride.

This is our reality.

🛑Today as there are 125 people on trolleys in with a further 12 in Ennis we are reminded of a statement made by Niamh O'Callaghan in her recent video. The video where she relayed an incident concerning a patient on a trolley in Zone C in the Emergency Department of . A patient who was being moved elsewhere without a proper medical assessment.

🛑This issue has been a concern for some time. It has been increasingly highlighted by people who have attended ED. The regular transfer of patients, to nursing homes often far from home or Ennis and Nenagh hospitals, with patients often having to return to . The transfer of vulnerable patients in these conditions is unacceptable.
This policy has been minimised or even worse ignored.
It is a practice that is immoral and cruel but has a bonus for HSE Ireland as it helps disguise the true trolley numbers. Patients who would otherwise be counted on trolleys in the Emergency Department, therefore revealing the true scandal of a hospital, unable to cope.
Mid West Hospital Campaign - Clare has received further information which they will be publishing shortly.

This practice has to open, honest and transparent, which it currently is not.
