Vision 3E Vision 3E is a professionally designed website that allows viewers to search for Knowledge Transfer Content via videos.

Vision 3E, or 3E is a website that when formally launched will quickly become a Knowledge Centre for the Cayman Islands, providing opportunities for members of our community to gather virtually and to engage in the transfer of Knowledge through the use of written, audio and video content. The visitors to Vision 3E will have access to a professionally designed website that will allow them to search for Knowledge Transfer Content (KTC); with the primary focus of the site being to deploy that KTC in video format, all of which will be created under the umbrella of our ethos of Educate, Enlighten and Elevate. At Vision 3E we believe that the future of content is video, and with that in mind we intend to conduct interviews, and or to receive content from other sources that is segmented in such a way as to facilitate an easy acquisition of that KTC through the use of categories, titles and or specific key words. The majority of the videos will range from 30 seconds to 5 minutes. Upon the realization of this vision, in the very near future, persons living in the Cayman Islands and around the World for the first time will be able to gain access to a constantly expanding knowledge base, knowledge that will be both Universal and Cayman specific. Website users will be able to watch videos, documentaries and or interviews, such as, but not limited to, the process of getting a permit, or converting a driver’s license, or important travel information. Local audiences can view interviews from local doctors on steps they can take to achieve and maintain health, how to acquire a mortgagee or how to use their pension to get a home. Our children can sit at home whilst teachers educate them from the most basic of topics to the most complex. Interviews of our elderly, cultural events and other historical information will help maintain and continue to shape our cultural identity. Our vision is to build a priceless Centre of Knowledge specifically for the Cayman Islands, that vision is Vision 3E.

In a riveting speech on Thursday April 27th, 2017 in windsor park, Mr. Ellio Solomon gave a strong message to the people of GTW and the country. Mr. Solomon was highly endorsed by Dr. Steve Tomlinson...with Mr. Errol Stephens warning the crowd on what to expect should they NOT vote for independent candidates. Mr. Richard Bernard was the evenings Master of Ceremonies, Ms. Nina Orrett (Cayman's most popular Songbird) sang the national song and Gemini (Another local singer) performed his latest hit single 'Fake friends' whilst honoring Mr. Solomon.

In a riveting speech delivered on the 31st of January 2017 at the Launch of his campaign Mr. Solomon informed the audience that they should vote for Candidates not because they are a part of a Party ticket but to look at what they have accomplished for their communities, he stated that good track record was a good indication as to what they could expect when the person was elected...Mr. Solomon spoke of the 35 plus things he had done in his community as a private citizen and as an elected official.

With the Slogan of his campaign being "Its your turn now Cayman" Mr. Solomon showed that consequtive governments had neglected the people, that the very premise (Eden Centre) where the meeting was being held was in the same condition for the past 13 years since hurricane Ivan yet no government had given a concession to help this family and pointed out that the average Caymanian family was no better off, millions of dollars in concession could be given to foreign investors but little to nothing to help our own people, and to a deafening applause for change Mr. Solomon assured them..that "its your turn now".

He said it was time the average family in this country actually benefits from the 2.4 Billion that is being spent in the economy.

He implored the crowd to consider if he had done all of those things as a mere backbencher imagine what the others should be able to accomplish as a Minister and likewise if he done all of that as a backbencher imagine what he will be able to accomplish as a Minister.

Solomon Works to Diversify the Economy:

Former MLA Ellio Solomon has drafted a bill that would pave the way to allow medical research companies to conduct clinical drug trials in the Cayman Islands, with the goal of marketing and selling the resulting medications in the United States and the United Kingdom.

The Medical Research Regulation Bill, once enacted into law, is intended to establish research institutions, which will conduct human medical research. The law would also establish the Medical Research Authority to license and oversee the research companies.

Mr. Solomon collaborated on the bill with Bilika Samamba, who spent 12 years as a legal drafter with the Cayman Islands government and was recently called to the bar.

“I believe that the Cayman Islands can be on the cutting edge of research and development, not only in the medical industry but also in such diverse disciplines as energy and information technology,” Mr. Solomon said.

He recalled discussions with Dr. Steve Tomlinson, founder of the Chrissie Tomlinson Memorial Hospital, about Cayman’s potential for medical research. As chairman of the Health Practice Commission, Dr. Tomlinson met with companies who came to Cayman to inquire about the possibility of setting up research operations.

“Dr. Tomlinson’s experience with those companies and his belief that there was a real opportunity for medical research here inspired me to look seriously into how we could become leaders in this field. This bill would allow that to happen,” Mr. Solomon said.

One of the most important functions of the authority as set out in the bill is to ensure the licensed research establishments in Cayman comply with the requirements of the U.S. Food and Drug Administration and the U.K. Health Care Products Regulatory Agency. This would in turn ensure that the processes relating to the clinical trials conducted in Cayman would be recognized in those two countries, opening those markets to medications that undergo testing here.

Cayman would be well placed to offer competitive advantages to holding clinical trials, Mr. Solomon explained, adding he visited FDA headquarters in December to learn more about their operations and requirements, as well as begin a dialogue on how the two agencies would be able to work closely together. “I wanted to make sure we would be able to check all of their regulatory boxes.”

He came away convinced that Cayman could offer more affordable clinical trials, as well as a more efficient approval process. He said: “The sheer size and bureaucracy of the FDA translates into a much longer timeframe for it to process and approve clinical trials, meaning it typically takes years from the decision to start the testing to giving the go-ahead for production and marketing.”

The size and composition of the MRA would make it a more streamlined regulatory agency than the FDA, Mr. Solomon said.

The addition of medical research facilities would also broadly benefit the Cayman Islands economically, boosting government revenue, increasing expenditure in the local market and creating related jobs. Among the associated infrastructure and services that would generate revenue would be the anticipated construction of necessary buildings; the duty collected on the purchase of medical and related equipment; fees for work permits, trade and business licenses, and registrations; and opportunities for local insurance companies to provide the required coverage.

In addition, each stage in the research process will require regulatory approval and therefore generate associated fees.

“The medical research industry in the U.S. alone is valued at more than $36 billion,” Solomon added. “Once this law is passed and the MRA is set up, the Cayman Islands will be poised to get a piece of that market; a mere 1 percent share could potentially put approximately $360 million into the government coffers, providing well needed revenues to provide services and opportunities for our people and diversifying our economy.”

Mr. Solomon has long been an advocate for enhancing the medical sector in Cayman; the Medical Research Regulation Bill represents a natural progression for him.

Over the years, he has focused on issues that would improve the provision of healthcare. One notable example was during his time as an MLA, as chair of the relevant committee, he spearheaded the creation of the Human Tissue Transplant Law, 2013 to enable human organ and tissue transplantation.

He also negotiated the agreement that any hospital in Cayman with 25 beds or less would be able to participate in medical tourism, opening the market for greater local participation in the health sector.
