✊🏾 NAPWU strengthening Worker Representation at ECN

A Workplace Union Representative Committee (WURCOM) is a group of elected union representatives within a workplace who represent the interests, rights, and concerns of union members and workers in that institution.

On 5 March 2026, the Namibia Public Workers Union (NAPWU) held a feedback and information-sharing session at the Electoral Commission of Namibia (ECN). The session provided an important platform to engage workers on union matters, share updates, and strengthen workplace organization.
During the session, workers were introduced to NAPWU process and procedures, its vision, mission, key objectives and core values. They were also given the opportunity to democratically elect their new Workplace Union Representative Committee (WURCOM).

👏🏾 NAPWU proudly introduced newly elected ECN Workplace Union Representatives to management and fellow staff members. The elected representatives will serve as the vital link between workers, management, and the union—ensuring that workers’ voices are heard and their rights protected.

Feedback on the signed substantive agreement on salaries and benefits of civil servants and establishment/renewal of Workplace Union Representatives Committees

On 2–3 March 2026, the Namibia Public Workers Union (NAPWU) conducted successful information-sharing sessions with staff members from the Office of the Judiciary. The sessions took place with employees from the Head Office, Katutura Court, Supreme Court of Namibia, and the High Court of Namibia.

The engagements were fruitful and focused on strengthening worker representation within the judiciary, in particular members where appreciative of the outcome of the negotiation and look forward to the regrading and benchmarking exercises. During the sessions, Workplace Union Representative Committees (WURCOMs) were successfully established to enhance communication and representation between workers and their union (NAPWU).
Key information shared and discussions there on included:
• Introduction to NAPWU, its role, and the benefits of union membership
• The importance of union representation in the workplace
• The responsibilities of Workplace Union Representatives (WURs)
• Updates and information sharing on the 2026/2027 wage negotiations

Namibia Public Workers Union – Capacitating the Worker

NAPWU continues to capacitate workers through the induction of Workplace Representatives.

From 25–26 February 2026, a successful induction was conducted for:
• Namibia Wildlife Resorts (NWR)
• National Theatre of Namibia (NTN) Workplace Union Representative Committee (WURCOM)

During the induction, representatives were introduced to the operations, policies, and teams of their respective institutions, as well as to NAPWU as a union. The training covered:

✅The NAPWU Constitution and Union Structures

✅The Labour Act

✅Relevant provisions of the Constitution of Namibia

✅ILO Conventions

✅Collective bargaining and negotiation

✅Handling of grievances and disputes

✅Gender, wellness, and occupational health and safety

Procedures for dispute resolution, including ✅conciliation and arbitration

By empowering members with knowledge and skills, we strengthen worker representation, protect rights, and promote fair labour practices.

The NAPWU–BIPA Joint Induction Program was successfully held in Otjiwarongo from 11–13 February 2026.

The induction served as a refresher, reskilling and upskilling for the elected Workplace Employees Representatives who also form part of the Negotiation Committee and participate in collective bargaining.
During the session, the following key areas were covered:
✅Introductions to BIPA and NAPWU houses, their teams and work cultures;
✅Introductions of BIPA Policies, Practices and Procedures;
✅ Introduction to the NAPWU Constitution;
✅ Duties and responsibilities of Workplace Representatives;
✅ Overview of NAPWU–BIPA Recognition Agreement and the Collective Recognition & Procedural Agreement (30 July 2019);
✅ Understanding the Labour Act No. 11 of 2007 and key ILO Conventions;
✅ Principles of collective bargaining and negotiation skills;
✅ Understanding misconduct and disciplinary procedures; and
✅Understanding dispute resolution procedures:- Conciliations and Arbitrations.

The objective was further to strengthen collective collaboration during representation and the application of agreed processes to collectively improve workers’ terms and conditions of employment.

📢 SALARY INCREMENT AGREEMENT SIGNED! ✊🏾
NAPWU is proud to announce the successful conclusion of wage negotiations between St Paul’s College Namibia and the Namibia Public Workers Union (NAPWU) for the 2026/2027 financial year.

✅ 8% salary increase for employees in lower grades
✅ 6.5% salary increase for rest of employees in the bargaining unit.
✅ Parties agred to harmonise the housing policy within this financial year to accommodate all employees
📅 Effective from 1 January 2026.

This agreement represents a fair and progressive outcome that prioritises lower-income earners while ensuring improved conditions for all affected staff members.

🎉 NAPWU DELIVERS FOR WORKERS! 🎉

After a protracted negotiations which started early in 2025, the Namibia Public Workers Union (NAPWU) has successfully reached and signed a Collective Agreement with NAMCOL on 03 January 2026 as follow:



✅ An inflationary Salary Increase of 3.5%
Applied to basic salary, housing & transport allowances.
The implementation of this agreement is backdated to 01 April 2025 (2025/26 financial year) across the board.

💼 Stronger Retirement Benefits
🔺 In addition to the above stated inflationary increment, the employer pension contribution is also increased from 16% to 18%.

This is what strong representation looks like.

ANOTHER SUCCESS STORY | NAPWU STANDS FOR ITS MEMBERS

Two NAPWU members, at the Road Fund Administration Cde Winfred Kambunga and Cde Naomi Matheus, were unfairly dismissed from their employment on 31 August 2021. They did not face this injustice alone because they are NAPWU members. After notifying their union NAPWU, the union immediately stepped in, challenged this injustice, and pursued the matter through all the necessary processes.
In this regards, NAPWU employed the service of the capable lawyer Ms. Nelao Alexander from Sisa Namandje Inc. On 26 January 2026, a final and binding arbitration award was issued in favor of the members.
As a result, both our members will be reinstated in their previous positions or equivalent from 15 February 2026 and will receive their back payment of 17 months’ for loss of income during the period they were unfairly laid off.
This victory is more than just a legal win; it is a testimony to the power of solidarity and the unwavering commitment of NAPWU to its members. Comrades Winfred and Naomi’s journey and many others who face the same draconian behavior of employers of which NAPWU fought without fear or favor reminds us all that no worker should ever face injustice alone.
