In line with the directive of the Executive Secretary of the Kano State Contributory Healthcare Management Agency (KSCHMA), Dr. Rahila Aliyu Muktar, the Agency’s Rapid Response Team (RRT) has successfully enrolled graveyard diggers and their immediate families at Dandolo Cemetery, Goron Dutse, into the State Contributory Healthcare Scheme.

The intervention reflects the implementation of His Excellency Governor Abba Kabir Yusuf’s Inclusive Healthcare Policy, which prioritizes equitable access to quality healthcare services for vulnerable and essential workers across Kano State. The enrollment exercise forms part of a broader strategy to extend health contributory coverage to underserved occupational groups whose contributions are vital to public health and community wellbeing.

The National Health Insurance Authority (NHIA) recently convened a Technical Peer Review Meeting of all thirty-seven (37) State Social Health Insurance Agencies (SSHIAs) to assess implementation progress, strengthen data governance, and align operational processes with ongoing national health insurance reforms.

The engagement provided a strategic platform for peer learning, technical exchange, and performance review, with emphasis on data quality assurance, operational readiness, and improved coordination among states.

Key sessions focused on the implementation of the Basic Health Care Provision Fund (BHCPF) 2.0, highlighting the importance of timely and accurate data submission as a requirement for fund disbursement. Participants reviewed the approved BHCPF 2.0 Operational Guidelines, including the NHIA Gateway framework, enrolment expansion strategies, and measures to enhance scheme sustainability and access to quality healthcare services.

A detailed review of Quarter Four (Q4) 2025 submissions on the NHIA Data Management Platform examined data completeness, consistency, and timeliness. The session identified reporting gaps, state-level challenges, and practical corrective measures aimed at strengthening evidence-based decision-making.

Representing the Executive Secretary of the Kano State Contributory Healthcare Management Agency (KSCHMA), Dr. Rahila Aliyu Muktar, the Director of Planning, Research and Statistics, Sadiq Imam Abdullahi, presented KSCHMA’s digitization model. He outlined how the Agency enables real-time documentation of enrollee encounters through a dedicated portal with login access for all 484 BHCPF-supported facilities across Kano State. The presentation also demonstrated KSCHMA’s structured process for downloading, completing, and uploading validated NHIA data templates — an approach widely commended for its clarity and efficiency.

Further deliberations examined recent NHIA Gateway modifications designed to improve fund flow, enrolment tracking, and reporting efficiency, alongside clarification of the Measures of Completion (MoC) and core BHCPF 2.0 performance indicators.

The meeting reaffirmed NHIA’s commitment to data-driven oversight, accountability, and continuous system improvement as key drivers of sustainable health insurance delivery and progress toward universal health coverage in Nigeria.

The Executive Secretary of the Kano State Contributory Healthcare Management Agency (KSCHMA), Dr. Rahila Aliyu Muktar, has reaffirmed the Agency’s leadership role in advancing sustainable health reforms during the 2026 Annual Operational Plan (AOP) Dissemination, Q4 2025 Health Sector Performance Review and Partners Coordination Forum held at Tahir Guest Palace, Kano.

The high-level forum, convened by the Kano State Ministry of Health with the support of development partners including UNICEF and the Lafiya Programme, brought together senior government officials, health institutions, and implementing partners to review sector-wide performance, align strategic priorities, and strengthen collaboration toward improved healthcare delivery across Kano State.

Speaking at the forum, Dr. Rahila Aliyu Muktar underscored KSCHMA’s commitment to expanding sustainable health financing and ensuring equitable access to quality healthcare services, in line with the inclusive healthcare policy direction of His Excellency, Governor Abba Kabir Yusuf. The Kano State Contributory Healthcare Management Agency (KSCHMA) has successfully concluded Day Two of its intensive training and onboarding programme for Local Government Area (LGA) Liaison Officers under the AKY Health Champions Initiative, reaffirming the State Government’s commitment to a digitally driven, accountable, and community-focused healthcare system.

The second day of the training, held at the KSCHMA Conference Hall in Kano, focused on equipping the AKY Health Champions with practical tools and operational competencies required for effective programme implementation across the 44 Local Government Areas.

Participants received hands-on training on the KSCHMA digitization portal, covering enrollee registration, management of dependents, change of healthcare providers, Remita payment procedures, and proper handling of ICT gadgets to support real-time service monitoring and reporting. The sessions align with KSCHMA’s digital transformation agenda aimed at improving efficiency, transparency, and data-driven decision-making.

Further sessions introduced participants to the Agency’s Monitoring and Evaluation (M&E) framework, including data collection tools, service utilization registers, data quality assurance processes, and structured reporting requirements such as monthly activity reports and LGA summary tools. Facilitators emphasized the importance of accurate and timely data in strengthening health financing systems and improving healthcare outcomes.

To enhance community engagement, the AKY Health Champions also received training on effective interpersonal communication, enabling better interaction with enrollees, health workers, and community stakeholders while promoting confidence in the contributory healthcare scheme.

Administrative sessions guided Liaison Officers on formal communication channels, coordination procedures within LGA offices, and operational protocols to improve accountability at the grassroots. The Day One session, held at the KSCHMA Conference Hall in Kano, brought together Liaison Officers from across the State to enhance their technical capacity, deepen their understanding of the Agency’s mandate, and reinforce their role as frontline representatives of the contributory healthcare scheme within communities.

In her opening remarks, the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Mukhtar, emphasized the critical role of the AKY Health Champions in bridging the gap between health facilities, communities, and the Agency’s central operations. She noted that strengthening grassroots structures remains central to expanding access to affordable and equitable healthcare services across Kano State.

Members of the public are strongly advised not to pay any individual, group, or intermediary for access to these forms. Anyone found selling or demanding payment for the forms is acting illegally and should be reported immediately to the nearest *POLICE STATION* or directly to the KSCHMA Headquarters.

KSCHMA remains committed to transparency, equity, and protecting vulnerable beneficiaries from exploitation.

In furtherance of His Excellency Governor Abba Kabir Yusuf’s Inclusive Healthcare Policy, the Kano State Contributory Healthcare Management Agency (KSCHMA), through its Rapid Response Team (RRT) under the supervision of the Executive Secretary, Dr. Rahila Aliyu Muktar has enrolled graveyard diggers and their immediate families at Kofar Mazugal Graveyard into the State Contributory Healthcare Scheme.

The exercise forms part of the Governor’s deliberate policy direction to expand equitable access to quality healthcare, particularly for vulnerable and underserved frontline workers whose roles are critical to public health, safety, and community wellbeing.

Addressing the beneficiaries during the enrollment, Dr. Rahila Aliyu Muktar reaffirmed the policy intent of the State Government, stating:

"This intervention is a clear reflection of the Inclusive Healthcare Policy of His Excellency Governor Abba Kabir Yusuf, which prioritizes the protection of vulnerable and essential workers. Graveyard diggers render indispensable services under difficult and high-risk conditions, and it is only right that they and their families are covered under the State Contributory Healthcare scheme. KSCHMA is committed to ensuring that all graveyard diggers across the 44 Local Government Areas are enrolled in line with this policy direction."

The initiative was warmly welcomed by the Chairman of Kano State Graveyard Diggers, Mal. Muhammad Inuwa Umar, who expressed gratitude to the State Government and KSCHMA for recognizing their contribution. He further appealed to His Excellency Governor Abba Kabir Yusuf to consider an upward review of their monthly allowances, currently pegged at ₦5,000, as an additional measure to improve their welfare

The Kano State Contributory Healthcare Management Agency (KSCHMA) has unveiled the AKY Health Champions Initiative, a strategic intervention designed to strengthen health financing, enhance service delivery, and deepen community engagement across Kano State. The initiative aligns with His Excellency Governor Abba Kabir Yusuf’s Inclusive Healthcare Policy, which seeks to expand access to quality and affordable healthcare for all residents of the State.

The programme was approved and implemented under the directive of the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, building on the successful roll-out of the National Health Fellows Programme initiated by the Federal Government in 2025. The programme targets young professionals equipped with leadership, technical, and policy skills to support health system strengthening and sustainability.

Under this framework, the AKY Health Champions will serve as ad-hoc KSCHMA Liaison Officers across all 44 Local Government Areas of the State. In this capacity, they will act as the critical link between KSCHMA, healthcare providers, local government authorities, community structures, and beneficiaries.

Their responsibilities include supporting community sensitization and enrollment activities, identifying and escalating local healthcare needs, facilitating the prompt resolution of complaints, and strengthening public trust and acceptance of the Kano State Contributory Healthcare Scheme. Their presence at the grassroots level will also enhance data collection, verification, monitoring, and reporting, while promoting transparency, accountability, and quality assurance in scheme implementation.

In line with its commitment to excellence, KSCHMA will build the capacity of the AKY Health Champions to meet global best practices in health service delivery, stakeholder engagement, and health financing management, ensuring they are equipped with modern skills and competencies that meet international standards.
