१. कानुनी संरचना र व्यावसायिक दायित्वहरू

• श्रम नियमावली र ओएसएच नीति
• Labour Act 2018 र Labour Rules 2018 अनुसार, कुनै पनि संस्थाले २० वा बढी कामदार भएमा कार्यस्थलमा Occupational Safety and Health Policy बनाउनुपर्छ, जसमा सुरक्षित वातावरण निर्माण र कार्यस्थलको जोखिम व्यवस्थापनको जिम्मेवारी राखिएको छ ।
• Labour Rules 2018, नियम 49.1 अनुसार, “प्राथमिक उपचार (first aid) को लागि आवश्यक व्यवस्था” कार्यस्थलमै गरिनुपर्ने कानुनी प्रावधान छ ।

यो स्पष्ट देखिन्छ कि निजी कम्पनीहरू र औद्योगिक कार्यस्थलहरूमा प्राथमिक उपचारका लागि व्यवस्था हुनु आवश्यक छ।

• सार्वजनिक संस्थाहरू—स्कूल, अस्पताल, सरकारी कार्यालयहरू
• यद्यपि विशिष्ट कानुनी प्रावधानहरू यी संस्थाहरूका लागि कम स्पष्ट छन्, Public Health Service Act 2018 अन्तर्गत, आपतकालीन स्वास्थ्य सेवा (emergency health services) प्रदान नगर्ने स्वास्थ्य संस्था वा अस्पताललाई “अपराध” मान्ने व्यवस्था गरिएको छ ।
