More than 100 million people, including at least 15 million children, use e-ci******es, fuelling a new wave of ni****ne addiction, the World Health Organization (WHO) is warning.

Children are, on average, nine times more likely than adults to v**e, it says, based on available global figures.

The WHO's Dr Etienne Krug said e-ci******es were fuelling a "new wave" of ni****ne addiction. "They are marketed as harm reduction but, in reality, are hooking kids on ni****ne earlier and risk undermining decades of progress."

BAYOMBONG, Nueva Vizcaya — Police arrested a truck driver and seized P2 million worth of alleged smuggled ci******es at a checkpoint in the village of Nagsabaran of Diadi town, Nueva Vizcaya on Saturday, October 25.

Capt. Marvin Deculing, chief of the Philippine National Police 1st Provincial Mobile Force Company in Nueva Vizcaya, said they arrested the driver, whose name was withheld due to data privacy, seized the smuggled ci******es, and impounded the closed van used in the transport.

DISTRICT HEALTH CENTER SMOKE-FREE ACTIVITY - The Campo Filipino District Health Center, led by Dr. Grace Angelica Tolito Quipot, conducted its District Health Center Smoke-Free Activity and Mini Health Fair at the Padre Zamora Barangay Hall on Monday, October 27.

The activity began with Dr. Tolito Quipot's lecture about the Global Burden of Smoking. Dr. Miguel Aragon from Baguio General Hospital and Medical Center then discussed the Physiological effects of Smoking. After this, Communications Management Officer JD Rivera gave an overview of the Smoke-Free Baguio Ordinance.

The program proper ended with the signing of a commitment wall by the Campo Filipino DHC Staff, Barangay Padre Zamora Officials, and the participants. After the program, Primary Health Care Services were offered by the Campo Filipino DHC Staff.

All 16 District Health Centers in the city are set to hold Smoke-Free Activities within this quarter of the year.

Singapore has launched a new anti-v**e campaign titled “The Horrors of Va**ng are Real,” to address the rise in v**e use and seeks to “break through the growing indifference and disbelief surrounding its harmful effects,” said the campaign.

Developed by the Ministry of Digital Development and Information (MDDI) in collaboration with the Ministry of Health, the Health Promotion Board, the Health Sciences Authority, and TBWA\Singapore, the campaign takes a darker, more cinematic approach, using real stories and emotional truths to address the growing trend of drug-laced v**es in the country.

COMMUNITY DEPUTIZATION - Following the release of Executive Order No. 112 series of 2025, which deputizes Barangay Officials and Volunteers for the unified Anti-Road Obstruction, Anti-Smoking, and Anti-Littering campaigns of the City of Baguio, the Smoke-Free Task Force is tasked with conducting community deputization orientations, the latest being at Pinget, held last October 24.

Barangay Officials, Tanods, Purok Leaders, and Volunteers attended the orientation. This was conducted after a Food Handlers' Orientation held at the same venue. Representatives of the Smoke-Free Task Force and the Environmental Health and Sanitation Division conducted the orientation.

The Task Force continues to conduct deputization orientations as scheduled by the barangays.

ZAMBOANGA CITY – About PHP6.8 million worth of smuggled ci******es were seized in separate law enforcement operations in this city, authorities reported Friday.

Of the total confiscation, PHP5.3 million worth of smuggled ci******es were seized by the Zamboanga City Police Office (ZCPO) on Thursday, and the remaining PHP1.5 million by the Philippine Coast Guard (PCG) on the same day.

Col. Fidel Fortaleza Jr., ZCPO director, said the PHP5.3 million worth of smuggled ci******es was seized in a raid at a warehouse in Omar Drive, Barangay Talon-Talon.

DISTRICT HEALTH CENTER SMOKE-FREE ENFORCEMENT - The Engineers' Hill District Health Center (DHC), led by Dr. Helen Cael-Colewan, conducted its District Health Center Smoke-Free Enforcement Activity last Wednesday, October 22.

Representatives of the Engineers' Hill District Health and Sanitation Team (DHST), Deputized Community Enforcers, Engineers' Hill DHC Staff, Environmental Health and Sanitation Division, and the Smoke-Free Task Force Secretariat joined the simultaneous Information, Education, and Communication (IEC) Activity and Enforcement Operation.

The group was divided into three teams. Each team was assigned specific government offices and business establishments to visit and inspect. The teams distributed IEC materials, including waterproof stickers and primers of the Smoke-Free Baguio Ordinance, to their assigned offices and establishments. A follow-up inspection will be launched within the year to check establishments that were closed, as well as to verify reports received by the Task Force.

All 16 District Health Centers in the city are set to hold Smoke-Free Activities within this quarter of the year.

The Department of Trade and Industry (DTI) is intensifying efforts to protect consumers by moving to prohibit the manufacture, importation, distribution, and retail sale of v**e open pods, which allow users to refill a cartridge with uncertified e-liquids that may pose health and safety risks.

In line with these efforts, the DTI has removed an open pod model from the scope of a holder’s Certificate of Philippine Standards (PS) License—ensuring that only compliant v***r product systems are made available to the public.

BARANGAY GENERAL ASSEMBLIES - Last October 18, 23, 25, and 26, the Smoke-Free Task Force was invited to various Barangay General Assemblies held in the city.

Proclamation No. 599, series of 2018, mandates the conduct of Barangay General Assemblies during Saturdays and Sundays of March and October. Residents aged 15 years old and above are invited to discuss and give insights on projects of the barangay, as well as to listen to the reports on their barangay's activities and finances.
