On Day 1 of our celebration for 47th National Disability Rights Week, we had the privilege of hosting an inspiring Talk Session with Retired Police Major General Alex B. Sinti. His insights and experiences served as a powerful reminder of the importance of empathy, resilience, and advocacy in building inclusive communities. Our dear parents and learners listened attentively as he shared compelling stories that emphasize the value of embracing diversity and fostering understanding to create a more equitable society for all.

This session perfectly aligned with our theme, "Innovation for Inclusion: Building Inclusive Communities Together," inspiring everyone to actively participate in promoting awareness and support for persons with disabilities. Masaya at matagumpay na naganap ang HRPTA Meeting ngayong araw, Hunyo 25, 2025, kung saan nagkaroon tayo ng masiglang talakayan at pagpaplano para sa mga susunod na proyekto at adhikain ng ating samahan. Ang pagtutulungan at pagbibigay ng boses ng bawat isa ay naging susi sa tagumpay ng pagpupulong na ito, na nagbigay-daan sa mas masiglang pag-unlad at pagkakaisa sa ating paaralan. Lubos ang pasasalamat sa lahat ng dumalo at nagbahagi ng kanilang mga ideya, na nagsisilbing inspirasyon upang patuloy nating pag-ibayuhin ang ating mga layunin bilang isang HRPTA.

Under Philippine law, it’s illegal for any public or private school—regardless of the child’s condition such as ASD or ADHD—to refuse admission solely based on disability:

• Republic Act 7277 (Magna Carta for Disabled Persons) explicitly states that no educational institution shall deny admission to a disabled person due to their disability .

• The Inclusive Education Act (RA 11650), along with DepEd Orders (e.g., DO 72, s. 2009; DO 44, s. 2021; DO 023, s. 2022), further reinforce the rights of learners with disabilities to access public and private basic education .

🧩 Panimula: Ano ang DepEd Order No. 015, s. 2025?

Bilang tugon sa mga magulang, g**o, at punong g**o na may mga tanong ukol sa tamang edad ng mga papasok sa Kindergarten, inilabas ng Department of Education ang bagong patakaran na nagbibigay linaw at tuntunin sa dalawang provision upang mas mapadali ang pagpasok ng mga bata sa paaralan na may birthday mula Nobyembre 1 hanggang Disyembre 31.

✅ 1. Ano ang bagong cut-off age para sa Kindergarten?

Ang bata ay dapat limang (5) taong gulang sa o bago ang Oktubre 31 ng school year upang matanggap sa Kindergarten.

🗓️ 2. Paano kung ang birthday ng bata ay mula Nobyembre 1 hanggang Disyembre 31?

Maaaring tanggapin kung masatisfy ang alinman sa dalawang provision sa ibaba:

📌 Nakatapos ang bata ng isang (1) school year ng Early Childhood Care and Development (ECCD) program mula sa:

Pampubliko o pribadong Child Development Centers (CDCs)

Learning Centers na may permit o recognition

📄 Kailangang ipasa:

Certificate of Completion o Certificate of Attendance mula sa naturang center.

📋 4. Ano ang Provision 2?

📌 Ang bata ay kailangang sumailalim sa Philippine Early Childhood Development (ECD) Checklist assessment na isasagawa ng paaralan.

📅 Kailan ito isinasagawa?

Sa enrollment period hanggang sa unang linggo ng klase

👩‍🏫 Sino ang mag-a-assess?

Kindergarten teacher ng paaralan

📂 Para saan ang checklist?

Upang matiyak na handa ang bata para sa Kindergarten

Ang resulta ng assessment ay magiging batayan sa pagtanggap

Ang checklist ay isasama sa opisyal na record ng bata

❌ 5. Puwede bang tanggapin ang bata kahit walang ECCD certificate at hindi na-assess?
Hindi. Kailangang masatisfy ang kahit isa sa dalawang provision kung ang birthday ng bata ay mula Nobyembre 1 hanggang Disyembre 31.
