Good evening, Lahuganons.
This statement is issued to address matters circulating online with transparency regarding recent issues surrounding Pasigarbo Kabataan 2025 and 2nd KK Assembly 2025.
The disqualification of Ms. Jarid “Jana” Corcilles from participating in Pasigarbo Kabataan 2025 was a decision made after thorough deliberation by the SK Lahug Committee on Governance and the SK Lahug Council for the following reasons:
Ms. Corcilles was a councilor of the SK Lahug during the 2023–2025 term, the same period relevant to the eligibility for Pasigarbo Kabataan 2025.
Ms. Corcilles was among the signatories to the approval and reformation of the Programs, Projects, and Activities (PPAs) under the Annual Barangay Youth Investment Program (ABYIP) 2025, having been present during the reformation process.
Ms. Corcilles officially resigned from her duties as an SK councilor in September 2025 due to personal reasons stated in her letter of resignation. However, the decision to disqualify her participation from Pasigarbo Kabataan 2025 was not personal.
Rather, it was based on the SK Lahug Council’s internal agreement that all SK officials of Barangay Lahug for the 2023–2026 term are not allowed to apply for or participate in any SK Lahug PPAs unless explicitly authorized. This policy applies to programs implemented in 2025.
Although Ms. Corcilles had already resigned at the time Pasigarbo Kabataan 2025 was officially held, she remained part of the approving body for the PPAs under ABYIP 2025. She was likewise fully aware of the long-standing internal agreement prohibiting SK Council members from participating in PPAs approved by the same body, a policy consistently observed since the current council assumed office.
This policy exists to uphold integrity in governance and to prevent potential bias, conflict of interest, manipulation, or corruption.
The SK Lahug Council does not grant exceptions or change the rules. As the approving body of the ABYIP 2025 documents, which Ms. Corcilles herself had signed, the council resolved to deny her application. The decision was formally communicated to Ms. Corcilles and was duly acknowledged by her.
Furthermore, there appears to be a misunderstanding regarding the chairmanship of the committees for 2026, which was announced earlier during the KK Assembly 2025.
In one of Ms. Corcilles’ online posts, she expressed concern that her contributions during her tenure as Chairperson of the Committees on Education and Economic Empowerment were not acknowledged and instead credited to another SK councilor. However, the report presented referred specifically to the ABYIP 2026, not 2025. The PPAs mentioned therein were formulated by the newly designated Committee Chairpersons and members for 2026—for clarity, 2026, not 2025.
To reiterate, as of September 2025, Ms. Corcilles is no longer an SK Council member. Thus, she is no longer part of the SK Annual Planning 2026, and her chairmanship of the above-mentioned committees is deemed discontinued, necessitating the designation of new chairpersons from among incumbent SK Council members.
SK Lahug values every member’s contribution. All completed programs and achievements are officially recognized, as shown during the 2nd KK Assembly and in the 'Accomplishment 2025' segment.
Lastly, Ms. Corcilles made an implicit statement, stating:
“dijud mo malipayon sa achievement sa laing tao mga igihan”
If by any chance “mo” refers to SK Lahug, we would like to respectfully remind Ms. Corcilles, and this is by no means counting favors, that the council did, in fact, recognize and celebrate her as a Cum Laude graduate through an official congratulatory publication on our official SK page.
As we observe the month of December—a season of reflection, respect, and goodwill—we encourage everyone to engage in discourse with responsibility, fairness, and mutual respect.
