HIV, or human immunodeficiency virus, is a virus that attacks the body’s immune system, specifically targeting cells that help fight infections. If left untreated, HIV can progress to AIDS, a condition in which the immune system becomes severely weakened and unable to protect the body from life-threatening illnesses. While there is currently no cure for HIV, medical science has made major advances that allow people living with the virus to lead long, healthy lives through consistent treatment.

With proper medical care, including antiretroviral therapy, HIV can be controlled to the point where the virus becomes undetectable in the blood and cannot be transmitted to others through sexual contact. This makes early testing, accurate information, and prevention strategies essential. Being informed about HIV helps reduce fear, stigma, and misinformation, while encouraging responsible health decisions that protect both individuals and communities. Awareness remains one of the most powerful tools in the fight against HIV.

Nagpapababa ng panganib ng HIV mula sa pakikipagtalik ng halos 99% ang tamang pag-inom ng PrEP lalo na kung ayon sa reseta.
Gumamit din ng condom para sa dagdag proteksyon laban sa HIV at STI.

The numbers are rising, and they weigh heavily on us. Seven years after I authored the Philippine HIV and AIDS Policy Act in the 17th Congress, we mark its anniversary with both pride and concern. This law was meant to modernize our nation’s response, strengthening prevention, treatment, care, and support, and reconstituting the Philippine National AIDS Council for stronger national coordination.

Yet the Department of Health reports that the Philippines now faces the fastest growing HIV epidemic in the Asia Pacific region. From 4,400 new cases in 2010, the figure has surged by 550% to 29,600 in 2024, with an estimated 252,800 Filipinos living with HIV in 2025. These numbers remind us that legislation alone cannot end the epidemic.

As the author of this law, I call on all of us to act with urgency, empathy, and resolve. We must confront stigma, expand education, and ensure that every Filipino has access to testing and treatment. Every statistic represents a life, family, and future we must protect.

"From July to September this year, the Department of Health recorded 5,000 new cases of Human Immunodeficiency Virus (HIV) in the Philippines. Alarmingly, thirty percent of these cases are under the age of 18."

This is a reminder that HIV does not discriminate, and no one should be blamed or shamed for their status. Stop promoting hate. Some of us are victims, not perpetrators. More people getting tested for HIV is a sign that awareness is growing, and that is a positive development. Knowing your status empowers you to take control of your health, encourages early treatment, and helps prevent the spread of HIV. Every test taken is a step toward breaking the stigma, fostering understanding, and building a supportive community. Be educated, know your status, and encourage others to do the same. Early testing saves lives and protects everyone. Let us focus on awareness, compassion, and support instead of judgment. 💙
