• Rule 10, Section 10.2.4.3 (b) – A clearance from the Chief, BFP or his duly authorized representative shall be obtained for:
• Storage, sale, or distribution of fireworks/firecrackers
• Conduct of firecrackers and pyrotechnics displays

👉 In short:
If you are conducting a fireworks or pyrotechnics display, you must first secure a Fire Safety Clearance (FSC) from the BFP.

In RA 9514 (The Fire Code of the Philippines of 2008, as amended), the requirement for a Fire Safety Evaluation Clearance (FSEC) / Fire Safety Installation Clearance is found in:

🔹 Rule 10, Section 10.2.4.1 – Fire Safety Evaluation Clearance (FSEC)
• No building permit shall be issued by the Building Official without the Fire Safety Evaluation Clearance (FSEC) from the BFP, certifying that the plans and specifications are in compliance with the Fire Code.
• This applies to new construction, additions, repairs, renovations, occupancy changes, or installation of fire safety equipment.

🔹 Rule 13, Section 13.0.0.2 – Issuance of Fire Safety Evaluation Clearance (FSEC)
• States that the City/Municipal Fire Marshal shall evaluate and issue the clearance prior to the issuance of a building permit.

In summary:
• The Fire Safety Installation Clearance is covered under Rule 10, Sec. 10.2.4.1 and further detailed in Rule 13, Sec. 13.0.0.2 of the IRR of RA 9514.
• It is a prerequisite for getting a building permit and ensures that fire safety features (exits, alarms, sprinklers, etc.) are properly included in the design.
