IT-BPM Industry Takes Center Stage at Senate Public Hearing on Sector Challenges and Future Readiness
The Philippine IT-BPM industry took the spotlight at yesterday’s Senate public hearing convened by Senator Bam Aquino under Senate Resolution No. 253, which seeks to examine the challenges brought about by rapid technological advancements and their impact on the sector.
IBPAP, together with industry leaders and stakeholders, shared key insights on emerging risks and operational challenges that, if left unaddressed, may affect job creation, investment growth, and the long-term competitiveness of the industry. The hearing provided an important platform to elevate industry concerns and begin shaping solutions through closer collaboration between government and the private sector.
Senators Bam Aquino and Risa Hontiveros engaged actively with industry representatives, probing deeply into critical issues raised during the discussion. Among the concerns highlighted were the rising threat of cybersecurity and cybercrime incidents affecting IT-BPM operations, declining ease of doing business due to local ordinances inconsistent with national law, compliance challenges arising from certain DOLE issuances on occupational safety and health, increasing cost pressures linked to BIR RMC 05-2024 and related tax assessment practices, and delays in the rollout of TESDA-supported large-scale digital upskilling and reskilling programs needed to help workers adapt to AI-driven transformation.
IBPAP expresses its sincere appreciation to Senator Bam Aquino for initiating this timely inquiry, which reinforces that the IT-BPM industry’s challenges are being heard at the highest levels of government. The hearing sends a strong and encouraging signal that solutions can be pursued more quickly, systematically, and collaboratively.
We likewise thank Senator Risa Hontiveros for her strong interest in strengthening education and workforce readiness, and for advancing constructive ideas on how government can help future-proof Filipino talent.
IBPAP looks forward to continued engagement with the Senate, government agencies, and industry stakeholders as next steps are undertaken to address the issues raised and advance meaningful reforms that support the welfare and protection of IT-BPM workers.
We also extend our appreciation to the government agencies that participated in the hearing, listened to the industry’s concerns, and expressed their commitment to work alongside us in pursuing practical solutions. Together, we remain focused on sustaining industry growth, creating more high-value jobs for Filipinos, and strengthening the Philippines’ position as a global leader in digital services.
