پیپوس سیٹلائٹ سینٹر، ڈی ایچ کیو ہسپتال ہنگو میں اچانک دورہ اور مشاہدات
ڈاکٹر عابد حسین (اے ڈی جی ہیلتھ مانیٹرنگ اینڈ ایویلیوایشن)، مینیجنگ ڈائریکٹر پیپوس، نے انٹرنل آڈیٹر، لاجسٹک آفیسر اور ایڈمنسٹریٹو آفیسر پیپوس کے ہمراہ ڈی ایچ کیو ہسپتال ہنگو میں قائم پیپوس سیٹلائٹ سینٹر کا اچانک دورہ کیا۔ یہ دورہ مریضوں اور ڈی ایچ کیو ہسپتال کی انتظامیہ کی جانب سے موصول ہونے والی متعدد شکایات کی روشنی میں کیا گیا۔
دورے کے دوران مینیجنگ ڈائریکٹر پیپوس نے مرکز کی مجموعی انفراسٹرکچر اور کارکردگی پر شدید تشویش اور عدم اطمینان کا اظہار کیا۔ دورے کے دوران درج ذیل سنگین انتظامی و مالی بے ضابطگیاں سامنے آئیں:
مریضوں کا کوئی ریکارڈ موجود نہیں تھا۔
مالی بدانتظامی مشاہدہ کی گئی، کیونکہ آمدن پیپوس کے سرکاری اکاؤنٹس میں جمع نہیں کی جا رہی تھی۔
اسٹاک رجسٹر موجود نہیں تھا۔
کاسٹنگ پروفارما مرتب نہیں کیا جا رہا تھا۔
بایومیٹرک حاضری کا ریکارڈ انتہائی ناقص پایا گیا۔
سینٹر انچارج کی غفلت کے باعث قیمتی مواد کا بڑا حصہ ضائع ہو چکا تھا۔
بن کارڈز دستیاب نہیں تھے۔
معزز وزیر اعلیٰ خیبر پختونخوا کی واضح ہدایات اور نوٹیفکیشن کے باوجود ملازمین ڈیوٹی کے دوران موبائل فون استعمال کرتے پائے گئے۔
مرکز کی صفائی کی صورتحال انتہائی خراب تھی۔
انٹرنل آڈیٹر کی جانب سے مالی بے قاعدگیوں کی نشاندہی کی گئی۔
تقریباً ایک کروڑ روپے مالیت کا پولی پروپلین / ای وی اے اوٹو باک اوون الماری کے طور پر استعمال کیا جا رہا تھا

مینیجنگ ڈائریکٹر پیپوس کی جانب سے فوری اقدامات
دو دفتری احکامات جاری کیے گئے جن کے تحت تمام پیپوس سیٹلائٹ سینٹرز ہفتہ کے روز بھی کھلے رہیں گے۔
فزیوتھراپی ڈیپارٹمنٹ کو ہدایت کی گئی کہ وہ پی آر ایس پی اسٹاف کے ساتھ مل کر کام کریں۔
فوری طور پر 10,000 روپے جرمانہ عائد کیا گیا۔
اے ڈی جی ہیلتھ ایم اینڈ ای کی حیثیت سے ڈی ایچ کیو اسٹور کیپر کو مرکز میں موجود تمام اشیاء کی مکمل انوینٹری کرنے کی ہدایت کی گئی۔
صفائی کے عملے کو فوری طور پر تعینات کیا گیا۔
دورہ کرنے والی ٹیم کی تفصیلی رپورٹ موصول ہونے کے بعد قواعد و ضوابط کے مطابق مزید تادیبی و انتظامی کارروائی عمل میں لائی جائے گی۔

Surprise Visit and Findings at PIPOS Satellite Center, DHQ Hospital Hangu

On the directions of the Honorable Minister for Health, Mr. Khaleeq Ur Rehman, and the Secretary Health, Mr. Shahid Ullah, Dr. Muhammad Arif Khan, Chairman PIPOS Board of Management, conducted a surprise visit to the PIPOS Satellite Center at DHQ Hospital Hangu.
The visit was carried out along with Dr. Abid Hussain (ADG Health M&E / Managing Director PIPOS), the Internal Auditor, Logistic Officer, and Administrative Officer, PIPOS, following multiple complaints received from patients and the management of DHQ Hospital.
During the inspection, the Managing Director PIPOS expressed serious concern and dissatisfaction over the poor infrastructure, weak administrative control, and overall functioning of the center. The following major observations and irregularities were identified:
No patient records were maintained.
Financial mismanagement was observed; revenue was not credited to official PIPOS accounts.
Stock registers were not available.
Casting proformas were not maintained.
Biometric attendance records were found to be extremely poor.
Significant material wastage occurred due to negligence of the Center Incharge.
BIN cards were not available.
Employees were found using mobile phones during duty hours in violation of notifications and directives issued by the Honorable Chief Minister Khyber Pakhtunkhwa.
Cleanliness of the center was found to be in a deplorable condition.
Financial irregularities were identified by the Internal Auditor.
A Polypropylene/EVA Ottobock oven worth approximately Rs. 10 million was being misused as a cupboard.
Immediate Actions Taken
The Managing Director PIPOS took immediate corrective measures, including:
Issuance of two office orders directing that all PIPOS Satellite Centers shall remain open on Saturdays.
Direction to the Physiotherapy Department to work in coordination with PRSP staff.
Imposition of an immediate fine of Rs. 10,000/-.
Direction to the DHQ Storekeeper, in the capacity of ADG Health M&E, to conduct a complete inventory of all items at the center.
Immediate deployment of sweepers to restore cleanliness of the facility.
Further disciplinary and administrative actions shall be initiated in accordance with rules upon receipt of the detailed inspection report of the visiting team.

✨ International Day of Persons with Disabilities Celebrated at PIPOS ✨

Today, PIPOS proudly celebrated the International Day of Persons with Disabilities, reaffirming our commitment to inclusion, accessibility, and empowerment for persons with disabilities across the province.

We were honored by the presence of our esteemed Chief Guests:

Their participation added great value to the event and reflected the Board’s continued support for inclusive initiatives at PIPOS.

This year’s global theme, “Empowering Persons with Disabilities and Ensuring Inclusiveness and Equality,” guided our activities and reflections throughout the day.

As Helen Keller said, “The only thing worse than being blind is having sight but no vision.”
Today, our shared vision for a more inclusive society was clearly visible through the enthusiasm of our students, faculty, and dedicated staff.

We also echo the inspirational words of Stephen Hawking:
“Disability need not be an obstacle to success.”
PIPOS remains committed to creating opportunities, supporting abilities, and promoting dignity for all.
