MMESSAGE FROM THE D.G

My Colleagues at the NCRA and My Fellow Sierra Leoneans,

As the first light of 2026 dawns on our beloved nation, I am filled with profound gratitude. I am thankful to His Excellency the President, Dr. Julius Maada Bio for the privilege to serve and to help drive the transformative "Big Five" Game Changers agenda. I look forward with hope and immense pride at all we have built together.

To my dedicated NCRA colleagues, you are the true heartbeat of this Institution. Thank you!.
Thank you for the enduring commitment. For the patience you show every citizen who walk through our doors. For your meticulous care in recording each birth, registering each death, certifying each marriage, and affirming every identity. These vital events are the very foundation of our national development, social justice, electoral integrity, and inclusive governance. You are the quiet architects of trust between the State and its people. Every accurate record you create is a brick in the edifice of good governance, social protection, and national planning. Your professionalism, resilience and commitment in the face of challenges inspire me daily.

To my fellow citizens and other residents of Sierra Leone, I extend my heartfelt appreciation.
Thank you for your enduring trust in our Institution even with challenges of system, distances are far, and your patience is tested. Your faith is the greatest endorsement of the reforms we are delivering together.

As we step into 2026, armed with our national mandate, we will build on our momentum. Together, we will move closer to our shared dream: a Sierra Leone where every life matters and where no one is left behind simply because their existence went unrecorded.

This year, our Institution renews its commitment with pledge for:

· Faster, friendlier and more accessible services for all.
· Stronger digital systems that work for everyone, everywhere.
· Greater presence in our most hard-to-reach communities. Uncompromising integrity in every action we take.

A well-documented nation is the bedrock of a modern, prosperous, and equitable Sierra Leone. It is the Sierra Leone I am committed to building, one where every citizen can claim their rights, access opportunities, and contribute to our national transformation.

May this New Year bring peace to every home, health to every family and renewed progress to our nation.
May every Sierra Leonean feel seen, counted, and valued. For when we register a life, we affirm its inherent worth.

On behalf of the entire leadership and staff of the National Civil Registration Authority, I wish you and your loved ones a peaceful, prosperous, and purposeful 2026.

Together, we will secure our gains and build a well-documented, dignified Sierra Leone, destined for greatness.

Mohamed Mubashir MASSAQUOI
Director General, NCRA

What is High Blood Pressure (Hypertension)?
Blood pressure is the force of blood pushing against your artery walls as it flows through your heart. It is determined by the amount of blood pumped by your heart and the amount of resistance to blood flow in your arteries. Therefore, the narrower your arteries are and the more blood your heart pumps, the higher your blood pressure will be.

Arteries carry oxygen-rich blood from the heart to the rest of the body. If you have high blood pressure (or hypertension), it will eventually lead to more serious health problems, including heart disease.

What are the symptoms of hypertension?
Unfortunately most people with hypertension (high blood pressure), even those with dangerously high levels, have no signs or symptoms. A few people may suffer from headaches, shortness of breath or nosebleeds. However these signs may not result until hypertension has reached a life-threatening stage.

Around 4 million Australians suffer from hypertension and of these, more than two thirds have uncontrolled or unmanaged high blood pressure.

Blood pressure with readings
How is high blood pressure diagnosed?
Measuring blood pressure is very straightforward and can be done with your doctor, heart health specialist, or nurse. An inflatable cuff will be placed around your arm and a pressure measuring gauge will be started.

The reading has two numbers, for example, 120/80. The first number (systolic pressure) measures the pressure in your arteries when your heart beats. The second (diastolic pressure) measures the pressure in your arteries between beats.

Healthy and unhealthy blood pressure ranges
Blood Pressure measurements fall into these general categories as seen in the Blood Pressure Chart below.

Blood Pressure Category Normal Blood Pressure
Systolic (mm Hg) Below 120
Diastolic (mm Hg) Below 80
Blood Pressure Category Prehypertension (Elevated)
Systolic (mm Hg) 120-129
Diastolic (mm Hg) Below 80
Notes Prehypertension tends to get worse over time
Blood Pressure Category Stage 1 hypertension (High)
Systolic (mm Hg) 130-139
Diastolic (mm Hg) 80-89
Blood Pressure Category Stage 2 hypertension (Severe)
Systolic (mm Hg) 140 or higher
Diastolic (mm Hg) 90 or higher
Blood Pressure Category Blood Pressure Crisis
Systolic (mm Hg) 180 or higher
Diastolic (mm Hg) 120 or higher
Notes Call Doctor - Requires Urgent Attention!
Before being diagnosed with high blood pressure, your doctor will take two to three readings as it can vary throughout the day. A ‘normal’ blood pressure reading will also consider your overall risk for heart disease, which is based on your medical history. For example, your doctor might aim to treat your blood pressure more aggressively if you have had a prior heart attack or have several risk factors for heart disease.

This is one of the checks that is done on our mobile Heart Health Check Tour, along with high cholesterol and blood sugar level checks.

What are the types of different hypertension (high blood pressure)?
There are two types of hypertension:

Primary (essential) hypertension
Secondary hypertension
What are the causes of hypertension (high blood pressure)?
Each type of hypertension has different causes.

Primary (essential) high blood pressure usually develops gradually and in most cases, there is no known cause.

Secondary hypertension is caused by an underlying condition and generally appears suddenly, causing higher blood pressure than primary hypertension. Some conditions which may lead to secondary hypertension include:

Obstructive sleep apnoea
Kidney problems
Adrenal gland tumours
Thyroid problems
Defects in blood vessels that you are born with
Certain medications such as birth control pills, cold remedies, congestants, over-the-counter pain relievers, some prescription drugs
Illegal drugs
Alcohol abuse or chronic alcohol use
How can hypertension (high blood pressure) be treated or prevented?
If your hypertension is hereditary, it is important to combine a healthy lifestyle with the appropriate medication recommended by your doctor, in order to keep it under control. Ultimately, leading a healthy lifestyle is the best way to reduce or prevent hypertension, including:

Eating a healthy diet - you may want to consider the DASH diet to improve levels
Reducing salt intake
Limiting alcohol intake
Regular exercise
Quit smoking
Maintaining a healthy weight
Reduce or manage stress levels

However if lifestyle changes are not enough to manage hypertension, doctors may prescribe medications:
