Somaliland Cabinet Holds 42nd Session, Reviews Security, Economy, Drought and Key Policy Matters
The 42nd session of the Somaliland Cabinet, chaired by President Cabdiraxmaan Maxamed Cabdillaahi (Cirro), convened today at the Presidential Palace, with ministers delivering updates on national security, economic performance, drought conditions, livestock exports, public health and upcoming development initiatives.
National Security Briefing
The Minister of Interior, Cabdalle Maxamed Carab, reported that Somaliland’s security situation remains calm and stable, with no major threats posed to national safety.
Economic and Revenue Update
Finance Minister Cabdilaahi Xasan Aadan presented an overview of state revenue from January to October, noting that collections are progressing in line with the 2025 budget forecast.
He confirmed that the 2026 national budget has been fully completed and will soon be submitted to the Cabinet for discussion and approval.
The Minister also briefed the session on recent engagements in Dubai aimed at strengthening bilateral economic cooperation and enhancing Somaliland’s revenue and infrastructure capabilities.
Drought Situation Worsens
The Minister of Religious Affairs and member of the National Drought Response Committee, Sheekh Cabdullaahi-Baashe Daahir, warned that drought conditions are deepening across all regions. He stressed the urgency of a coordinated national relief effort to support affected communities.
Livestock Export Framework
The Minister of Livestock, Dr Cumar Shucayb Maxamed, emphasised the need to upgrade the country’s export system and infrastructure, describing the sector as central to the national economy.
He cautioned that the prolonged drought has significantly affected both livestock numbers and quality, calling for a national strategy to protect the sector.
Public Health Update
The Minister of Health, Dr Xuseen Bashiir Xirsi, reported slight reductions in cases of measles, cholera and malaria. He noted ongoing preventive measures and public health campaigns led by the ministry.
He further informed the Cabinet of a recent outbreak of the Magburg Virus in Ethiopia, confirming that Somaliland has activated preparedness and surveillance measures, particularly in border areas.
Transport Procedures and Vehicle Regulations
The Minister of Transport, Cismaan Ibraahim Nuur (Afgaab), outlined new procedures on the cancellation of number plates, regulation of vehicle garages, and oversight of vehicle modifications.
He noted that structural vehicle changes will only be allowed following full technical inspection to ensure compliance with national safety standards.
Government–Party Coordination Meeting
The Minister of the Presidency, Khadar Xuseen Cabdi, briefed the Cabinet on a recent coordination meeting between the government and the ruling WADDANI party.
The discussion focused on improving collaboration, strengthening public communication, and aligning government work with the party’s strategic agenda.
National Youth Policy Approved
The Minister of Youth and Sports and the Attorney General provided a summary of the National Youth Policy previously circulated for review.
After deliberation, President Cirro called for a vote, with all 37 ministers in attendance approving the policy unanimously.
