Last week, staff members from TPA's Professional Recovery Network attended the 2026 Austin TAAP Symposium, a community with a shared commitment to addiction recovery. Attendees include passionate individuals, counselors, prevention specialists, and others deeply invested in addressing the challenges of addiction. The event brings together leaders, innovators, and advocates from across the substance use and mental health fields.

Raquel Leal, Director of TPA's Professional Recovery Network, presented to second-year students on Tuesday at the Texas A&M College of Veterinary Medicine & Biomedical Sciences. She spoke about PRN’s history, the services PRN offers, defined mental health and substance use, and discussed the positive outcomes of participating in a peer assistance program.

TPA's Duane Galligher testified today before the Texas Senate Health and Human Services Committee, which is exploring ways to prevent fraud and abuse in Texas human service programs. He shared examples of markups of 600% to 10,000% per drug in Texas Medicaid, predominantly dispensed by PBM-owned pharmacies. He also compared Texas data with that from Ohio, which recently implemented a new Medicaid system. “If Texas paid what Ohio paid just for 177 drugs that are predominantly PBM-dispensed at their , they would have saved $11.3 million per quarter in the Medicaid program.”

Independent and TPA Board Member Ben McNabb testified this afternoon before the Texas Senate Health and Human Services Committee about potential waste and abuse by pharmacy benefit managers (PBMs) in Texas Medicaid.

McNabb shared how a PBM reported to HHSC a payment of $148.50 to his for tolterodine, but after clawbacks he only received about $30. “If you’re relying on the PBM data to detect fraud, waste, and abuse, I don’t think you’re going to find it,” McNabb said. “The numbers are fundamentally distorted. They’ve set up a system that creates an obfuscation of the true cost of the drug. The payments can be overstated, and accountability becomes nearly impossible. That is the definition of waste, and when it’s done knowingly, through reporting mechanisms, it raises serious concerns about abuse.”

Committee Chair Lois Kolkhorst provided reassuring comments about vertical integration among PBMs. “We’ve been trying to get after this for quite some time,” she said. “We’re going to be really successful this next session.”
