There were not very many bills directly related to HR this year. Some of these will apply to some of you and not to others. Here is the update on the bills we were watching. HB006 - Unemployment Insurance coverage-period and reporting: This bill would reduce the maximum amount of unemployment benefits, add a section that applies to seasonal employees, and would change the name of the commission from "unemployment" to "reemployment." This bill failed introduction on 2/9/26 so it is dead for this year.
HB0041 - WHP, DCI & Warden retirement benefits - amendments: This bill would add a death benefit for a surviving spouse and children under the age of 18 of a member killed in the line of duty. This bill was signed by the Governor on 3/7/26.
HB0047 - Duty to assist during emergencies: This bill may not be directly HR related, but I think it would be something we want to watch. It would specify a requirement for persons to assist others at risk of serious bodily injury or death and create a criminal offense for failure to assist. Failed Introduction in the House so it is dead for this year.
HB0095 - Concealed carry-colleges and universities: This would allow persons who are authorized to carry concealed weapons without a permit to do so at any public college or university facility (except at any athletic event where alcoholic beverages are being sold. This was not considered for Committeee of the Whole in the Senate yesterday so it is dead for this year.
SF0020 - Data Privacy-public entities: Again, this bill would only apply to public entities, but we have lots of public entities in Wyoming. It would require government entities to adopt policies for the collection, access security and use of personal data. This bill was signed by the Governor on 3/6/26.
SF0041 - Portable Benefit Accounts: This would authorize the creation and use of portable benefit accounts. This is aimed at helping independent contractors in Wyoming. It would allow various entities, including independent contractors and companies, to voluntarily contribute funds to these accounts, which are intended to support the purchase of benefits like health insurance, income replacement, life insurance, or retirement plans. Contributions to these accounts cannot be used to determine a person's employment classification. This may help any of us that use independent contractors. This bill was signed by the Governor on 3/6/26.
SF0049 - Public records act revisions: Again, one that would apply to public entities. This would revise what constitutes official public records, revise time periods for acknowledgement, provide for an extension of the time to release records...etc. This bill failed introduction on 2/6/26 so it is dead for this year. This is the second year this bill has come up so I wouldn't be surprised to see it again next year.
SF0056 - Kratom Product Regulation: This bill would regulate the sale, testing and use of Kratom (substance derived from a tropical evergreen tree. it acts on the same receptors in the brain as opiods and is considered a dangerous, addictive substance) products. This bill was signed by the Governor on 3/6/26.
