When is a better time to consume a protein and carb combo (shake or meal)...pre-workout, post-workout,... or it doesn't matter?

Pre-workout consumption is actually preferable and is related to blood flow. The theory is that when nutrients (consumed pre-workout) and blood flow (via exercise) are increased, the uptake of those nutrients, its use, and protein synthesis is maximized. Also, the carbs in this pre-workout will cause insulin to rise and have a protective effect on existing muscle tissue, decreasing exercise- inducted catabolism.

Ideally, if you're an active individual, you should be consuming protein throughout the day (every 3-4 hrs), which means, that should put you as having nutrients before and after your workouts; both important times for intake.
