Organizational Background

The organization works closely with government institutions, community stakeholders, donors, and international partners to strengthen human capital and improve livelihoods.
Overall Job Purpose
The Country Director (CD) is the most senior in-country representative of DIVEF in Liberia and is responsible for providing strategic leadership, operational oversight, and programmatic direction to ensure effective implementation of DIVEF’s mission, vision, and strategic objectives.
The Country Director will lead the development, management, and growth of DIVEF’s Liberia country program, ensuring strong governance, financial accountability, compliance, security, quality programming, partnership development, and organizational sustainability in line with international nonprofit and donor standards.
Key Responsibilities and Accountabilities
1. Strategic Leadership & Representation
- Provide overall strategic leadership and direction for DIVEF’s operations in Liberia, aligned with the organization’s global mission and strategic plan.
- Serve as the official representative of DIVEF in Liberia with government ministries, donors, UN agencies, international NGOs, civil society, and private-sector partners.
- Lead country-level strategic planning, annual work planning, and performance reviews.
- Identify opportunities for program expansion, partnerships, and institutional growth.
- Ensure DIVEF’s core values of Diversity, Accountability, and Teamwork, along with safeguarding and ethical standards, are consistently upheld across all operations and partnerships.
2. Program Oversight & Quality Assurance
- Provide executive oversight to all programs and projects, ensuring relevance, impact, and alignment with donor requirements and community needs.
- Ensure programs meet international standards for quality, accountability, monitoring, evaluation, and learning (MEAL).
- Support program design, proposal development, budgeting, and donor reporting.
- Promote innovation, evidence-based programming, and adaptive management.
- Ensure cross-cutting issues such as gender equality, inclusion, safeguarding, and environmental responsibility are integrated across all programs.
3. Financial Management & Oversight
- Provide overall supervision of Finance functions to ensure sound financial management and accountability.
- Ensure compliance with donor regulations, international nonprofit financial standards, and internal financial policies.
- Oversee country budgets, financial forecasting, cash flow management, and expenditure controls.
- Ensure timely and accurate financial reporting to headquarters, donors, and auditors.
- Support internal and external audits and ensure corrective actions are implemented.
4. Administration, Logistics & Operations
- Provide leadership and oversight of Administration and Logistics to ensure efficient and compliant country operations.
- Ensure proper asset management, office administration, fleet management, and facilities oversight.
- Establish and enforce operational systems, policies, and standard operating procedures.
- Ensure compliance with Liberian laws, registration requirements, labor regulations, and organizational policies.
5. Procurement & Supply Chain Management
- Provide overall supervision of Procurement functions in accordance with donor regulations and international best practices.
- Ensure transparent, competitive, and ethical procurement processes.
- Oversee vendor selection, contract management, and procurement documentation.
- Ensure timely delivery of goods and services while maintaining value for money.
6. Human Resources & People Management
- Provide strategic leadership and oversight of Human Resources functions.
- Recruit, supervise, mentor, and retain a high-performing national team.
- Ensure performance management, staff development, and succession planning systems are in place.
- Promote a safe, inclusive, and respectful work environment.
- Ensure compliance with HR policies, Liberian labor law, safeguarding, and duty-of-care standards.
7. Security & Risk Management
- Provide oversight of Security Management and staff duty of care.
- Ensure security risk assessments, contingency plans, and incident reporting systems are implemented.
- Lead crisis management and emergency response when required.
- Ensure staff awareness and training on security protocols.
8. Communication, Visibility & External Relations
- Provide overall supervision of Communication and External Relations.
- Ensure effective internal and external communication strategies that enhance DIVEF’s visibility and reputation.
- Represent DIVEF in coordination forums, public engagements, and advocacy platforms.
- Support donor communications, reporting, branding, and media engagement.
9. Compliance, Governance & Accountability
- Ensure full compliance with DIVEF policies, donor requirements, and applicable Liberian laws.
- Strengthen internal controls, risk management, and accountability systems.
- Maintain transparent communication with headquarters and the Board of Directors.
- Support organizational learning, reporting, and governance processes.
Required Qualifications & Experience
Eligibility:
- This position is open to Liberian nationals only.

Education:
Master’s degree in international development, Public Administration, Education, Management, Social Sciences, or a related field (required).
Experience:
- Minimum of 5–7 years of progressive experience in international nonprofit or development organizations.
- At least 5 years in a senior management or Country Director–level role.
- Demonstrated experience managing donor-funded programs and complex operations.
- Strong financial management, compliance, and leadership experience.
- Prior experience working in Liberia or similar contexts is highly desirable.
Travel & Eligibility Requirement
The selected candidate will be required to travel to the United States at least once per year to participate in donor conferences, strategic meetings, or organizational engagements. The candidate must be aware of, eligible for, and compliant with U.S. visa requirements and able to obtain and maintain valid travel documentation as required.
