December 3, 2025, City of Hammond, LA – In June, the Hammond Fire Prevention Bureau opened an investigation into Steven Bates, 58 years old of Farmersville, California, after learning that Bates had applied for occupational licenses for multiple locations in Hammond.
During the course of the investigation, inspections were conducted at these businesses, where Bates claimed to be working as a hypnotist. Inspectors found female employees dressed in lingerie or scanty clothing who appeared to be living at the businesses, which appeared to be operating as massage parlors.
During a reinspection of one business, all doors were found to be locked. When inspectors knocked, Bates opened the door and spoke with them, but refused to allow them inside—standing in the doorway and blocking the entrance.
In November, the Hammond Fire Prevention Bureau requested the assistance of the Hammond Police Department Narcotics Division. During the now joint investigation, Bates was located sitting in his vehicle in the parking lot of one of the businesses. HPD detectives discovered Bates had felony arrest warrants with the East Baton Rouge Parish Sheriff’s Office for violation of Louisiana laws on prostitution, engaging in the practice of massage therapy without a license (2 counts), and pandering (5 counts). He was placed under arrest.
The agencies obtained search warrants for Bates’s businesses and found evidence suggesting that Bates's female employees have been trafficked from out of the State and/or country, as well as evidence of prostitution and money laundering. The female employees were taken into custody. For their protection, their identities are being withheld at this time.
Bates was booked into the Hammond City Jail on the following charges:
LRS 14:46.2 - Human Trafficking
LRS 14:82 - Prostitution (2 Counts)
LRS 14:84 - Pandering
LRS 14:230 - Money Laundering
Fugitive - East Baton Rouge Parish Sheriff’s Office
Bates is believed to be tied to numerous massage parlors, and the case has been forwarded to Homeland Security Investigations and the Louisiana Department of Justice to assist in furthering the investigation. This is a complicated investigation and additional charges and arrests are anticipated.
