Intention shapes Belief, Belief alters Perception, Perception fixes Observation, Observation collapses the Quantum System, to exist as the observed state, no matter how improbable.
The quantum science behind this is that the expected outcome, i.e., the observation of reality, send forward and backwards through time a quantum transaction called a probability wave. When the probability wave encounters the point in time-space that the intention is manifest, it echoes off of that temporal point in spacetime and sends back a reverse transaction wave.
These forwards and backwards signals coalesce when they collide temporally, causing the event to occur in spacetime (reality). This interaction occurs every moment at every point in space.
The main question is: Can we, as humans, affect it?
The Answer is: Yes. Intention has shown to be very effective at manipulating quantum reality. Realize, that this means that you alter reality (within scope, more on that in a bit) ALL THE TIME. The more aware of the reality around you, the more that you will see through the cracks in the "consensual reality" to the True Reality (effectively, a blank canvas of boiling probability) that lies beyond the illusion or maya.
Within Scope... This means that certain aspects of probability are more likely than other aspects. The "proof's in the puddin'" on this is that you don't walk outside and watch a dragon be eaten by a giant dinosaur as the President dresses in drag and does the hula with Pumbaa and Timon. The probabilistic possibility of that sequence of events is quite low, regardless of the number of children that are trying to make it happen.
It's not impossible, just highly improbable. Likewise, the yokes of Consensual Reality and of the Balance of the Universe tends to keep things in check. Note the phrase, "Highly improbable, but NOT Impossible."
The only rule that reality follows is that it must be self-consistent. For humans, that means that there has to be a root cause for every event. This enforced banality keeps you planted on the ground, makes crops grow, and allows you to age in a timely manner. Note: (added emphasis here) FOR HUMANS THAT MEANS THAT THERE HAS TO BE A ROOT CAUSE. The Universe itself needs not a cause for something to exist, that something just has to be self consistent to exist for the universe. In other words, the universe creates and destroys particles all the time at its whim. There are no causes for their creation, and their destruction occurs because they are no longer self consistent.
