Home care was left out of Governor Shapiro's proposed 2026–27 budget… Again…
We are deeply disappointed.
While this is a proposed budget - the final budget will be announced this summer - this was the Governor's opportunity to make home care a priority.
The decision to leave us out has real consequences.
Pennsylvania’s care system is failing families in real time. Every month, more than 112,500 shifts for seniors go unfilled, and nearly one-third of nursing hours for medically fragile children are missed. Behind these numbers are families waiting - often desperately - for care that never arrives because Medicaid rates are too low to sustain a workforce.
As the legislative process moves forward, lawmakers will decide whether families receive the care they need—or continue to be left waiting. We urge the legislature to listen to what is happening on the ground and take meaningful action to protect our communities.
PHA will keep fighting for home care and the workforce that makes it possible. This is the moment when advocacy matters most.
