AB 2473: California's New AOD Counselor Education Requirements
Assembly Bill 2473 is reshaping counselor training standards in California, effective January 1, 2026. Here's what's changing:
**For first-time registrants (after July 1, 2025):**
80 hours of core competency education within 6 months of registration—covering substance use disorder pathophysiology, evidence-based treatment modalities, cultural competency, ethics, and professional boundaries.
**For counselors registered before July 1, 2025:**
Core competency education must be documented by initial certification.
**Master's degree holders:**
Those with degrees in psychology, social work, MFT, or counseling are exempt.
