Engaging Males of Color Engaging Males of Color is an initiative of the City of Philadelphia's Department of Behavioral Health and Intellectual disAbility Service.

EMOC is designed to address the impact of health, economic and educational disparities experienced by males of color. We also understand that males of color are disproportionately affected by various forms of marginalization and adversity including violence, poverty, incarceration, lack of access to health care, low social status and trauma.
