Dr. Thomas Neiman
Optometrist

Dr. Thomas Neiman, who was born in Dallas and raised in Rowlett, is pleased to return to his roots and serve his local Lake Ray Hubbard community. Growing up, he often crossed the IH 30 bridge into Rockwall for various activities, including back-to-school shopping and visiting his favorite restaurant, Chick-fil-A. Dr. Neiman pursued his undergraduate studies in Vision Science at the University of the Incarnate Word (UIW), where he completed his degree in just three years before being accepted into the Rosenberg School of Optometry at UIW.

During his optometry training, Dr. Neiman gained valuable clinical experience through externships. His first externship took place at the Jacksonville VA Hospital, where he focused on ocular emergencies and the diagnosis and management of ocular diseases. His second externship was at a private ophthalmology practice, where he specialized in surgical co-management and primary care optometry.

As a licensed therapeutic optometrist and certified optometric glaucoma specialist, Dr. Neiman specializes in managing various ocular diseases, including diabetic retinopathy, glaucoma, macular degeneration, and cataracts. Additionally, he has a particular passion for treating dry eye syndrome, employing state-of-the-art equipment such as Forma and IPL to provide lasting relief to his patients. Dr. Neiman is committed to offering comprehensive primary eye care for families, addressing needs ranging from myopia control for children to fitting adults with their first pair of progressive lenses to combat presbyopia.

Dr. Neiman takes pride in creating a fun and stress-free environment, ensuring that every visit is a positive experience for his patients and their families. Outside of his professional life, he enjoys spending quality time with his wife, son, and their three cats. The couple are avid snowboarders, making it a point to hit the slopes as often as possible during winter months, while also relishing relaxing beach vacations in the summer. In his spare time, Dr. Neiman enjoys watching sports and frequently attends live sporting and music events.

Dr. Thuy Lieu, Doctor of Optometry

Dr. Thuy Lieu grew up in Arlington, TX. She received her Bachelor of Science degree from Texas Christian University in Fort Worth. She then went on to earn her Doctor of Optometry degree from the University of Houston College of Optometry.

While in optometry school, Dr. Lieu was a member of the Beta Sigma Kappa Honor Society. Her clinical training included externships focused on treating and managing ocular diseases and fitting various types of contact lenses. Outside of school, she enjoyed volunteering her time to do vision screenings at community health fairs and Special Olympics events.

Dr. Lieu is a licensed Therapeutic Optometrist and an Optometric Glaucoma Specialist. Since graduating, she has gained valuable experience in managing various anterior and posterior conditions. She enjoys practicing medical optometry, managing dry eyes, and fitting all types of contact lenses, including Scleral Lenses and hard-to-fit RGPs. Dr. Lieu has over a decade of experience and is well-versed in all areas of primary care of the eyes, including diabetic eye health, urgent eye care, eye infections, and ocular disease treatment and management. She also provides consultation and management for Cataracts and Refractive Surgeries.

Dr. Lieu accepts patients of all ages and loves getting to know them, as she helps them see their best and maintain their eye health. She is patient and works particularly well with children. Dr. Lieu is certified in the "MiSight Myopia Control" and “Paragon OrthoK” Therapeutic Lens Systems and has extensive experience in other forms of Myopia Control, including Atropine Therapy.

Dr. Lieu lives in Garland with her husband and two children. In her spare time, she likes to explore new parks with her kids, try new restaurants, read, and bake.

Dr. Ross Moulder
Doctor of Optometry

Dr. Ross Moulder came to Eyecare Rockwall four years ago from another Private Practice, where he proved to be an extremely well-loved and respected Optometrist, already serving patients of the Rockwall, Collin, and Hunt county communities over the past several years.

Dr. Moulder earned his Bachelor of Science Degree in Biology from Texas A&M University in College Station and earned his Doctor of Optometry Degree from the University of Houston College of Optometry. He gained valuable experiences in his unique externship settings, including a distinguished rotation at Lackland Air Force Base in San Antonio, where he worked with state-of-the-art equipment and administered eye care to recruits and veterans alike. He also worked at Cedar Springs Eye Clinic, an inner-city satellite clinic of the University of Houston College of Optometry in Dallas, where he managed patients with eye conditions including glaucoma, cataracts, and macular degeneration.

Dr. Moulder is experienced in specialty contact lens fittings and co-management of both laser refractive and cataract surgery. He specializes in the medical management of ocular conditions such as glaucoma, age-related macular degeneration, diabetic retinopathy, and dry-eye disease. Dr. Moulder also holds certification in the area of Myopia Management for children.

Dr. Ross Moulder aims to provide each patient with a comprehensive eye health examination within a friendly environment. His mission is to address his patient’s immediate concerns, taking the time to teach his patient about their individual eye health & vision. Along with providing the highest quality eye care to all ages of patients, he will recommend the best, most personalized options in vision aids and treatments.
Dr. Moulder is a member of the American Optometric Association, the Texas Optometric Association, as well as the Northeast Texas Optometric Society. He stays up-to-date with the most modern Ocular therapeutics and technologies. He is a Licensed Therapeutic Optometrist and an Optometric Glaucoma Specialist.
Though he is passionate about his profession, Dr. Moulder is also an avid sports fan, loves music, plays the guitar, and enjoys cooking and spending time with his wife Brittany (who also happens to be an Optometrist) and his dog Pearl.

Meet the Staff Monday!

Dr. Laura E. Wiese, Board Certified Doctor of Optometry, ABO

Dr. Laura E. Wiese decided to become an optometrist while growing up in Quitman in the Piney Woods of East Texas. After high school, she moved to Nacogdoches to attend Stephen F. Austin University where she received the Glen T. Clayton School of Science and Mathematics Award upon graduating Summa Cum Laude with her Bachelor of Science degree.

While attending the University of Houston College of Optometry, she received the Excellence in Optics Award and the Allergan Excellence in Ocular Anatomy and Pathology Award. She was also recognized as the Outstanding Third-Year Optometry student, and Outstanding Teaching Assistant and received a National Eye Institute Summer Research Fellowship.

During Optometry school, Dr. Wiese was a member of the Gold Key International Optometric Honor Society, served as Secretary for the Beta Sigma Kappa Honor Society, and was elected Class Representative for two years. In 1997 she graduated Summa Cum Laude with her Doctor of Optometry degree.

Dr. Laura has been practicing in the Dallas metroplex since 1997. She is a past president of the Northeast Texas Optometric Society and holds memberships in the Dallas County Optometric Society, the Texas Optometric Association, and the American Optometric Association.

In 2013 Dr. Laura E. Wiese became a Diplomate of the American Board of Optometry, a distinguished credential above and beyond the standard requirements for licensing. Dr. Laura is a Therapeutic Optometrist and a Certified Glaucoma Specialist practicing general Medical Optometry with a special interest in Dry Eye management, Diabetic eye care, Eye infections, and Contact lenses.

She has worked with the Kids Vision for Life program sponsored by the Essilor Vision Foundation, an organization that provides vision assessments and glasses for underprivileged children in need. Optometry continues to be a rewarding profession for Dr. Laura, as she enjoys helping people to see clearly and maintain healthy eyes.

Dr. Laura lives in Rockwall with her husband Randy and their two cats, Oliver and Charlie. She enjoys hiking, attending concerts, playing piano, and going to the gun range.
