The mission of the California Family Resource Association is to advocate for the innovative public policies and resources needed for families and communities to thrive and succeed. CFRA is a statewide membership association of organizations and individuals working to build vibrant communities that put children and families first. We also build the capacity of our member organizations to impact policy change, partner with local government and community allies, and achieve sustainability. CFRA's policy priorities are:

🎉 GREAT NEWS! SB 557 passed the Senate floor yesterday with unanimous, bipartisan support!

SB 557 strengthens child abuse prevention by modernizing how California defines Family Resource Centers. These are trusted, community-based centers that help families access support before challenges turn into crises. The bill cuts red tape, aligns state law with federal standards, and ensures California remains eligible for long-term federal funding, without creating new mandates.

Thank you to our Senators and to everyone who reached out and made their voices heard. Your advocacy made a difference.

Next stop: The Assembly! We expect SB 557 to be set for hearing in June when Assembly Committees begin reviewing Senate bills.

Legislative Staff Experience the Impact of Family Resource Centers 🤝

On November 7th, CFRA and the Child Abuse Prevention Center were pleased to host 16 State Senate and Assembly staff members for an informative session on the vital role Family Resource Centers (FRCs) play in preventing child abuse and neglect. 🏛️

This visit was organized in collaboration with Casey Family Programs and Capitol Connection as part of their Child Welfare Institute orientation cohort for legislative staff. The day provided a comprehensive look at Child Abuse Prevention Center programs and how FRCs serve communities in Sacramento and throughout California. Legislative staff toured Sacramento Children's Home's South Sacramento Family Resource Center and described the experience as both eye-opening and inspiring.✨

For CFRA, this visit strengthened and deepened connections with the legislature, creating new opportunities to advance our mission of supporting families and preventing child abuse across California. 💜💛

CFRA and The Child Abuse Prevention Center recently visited SHIELDS for Families in South Los Angeles, and we came away deeply inspired.

What Makes SHIELDS Different?
They've built a truly integrated continuum of care—not just programs side by side, but services that actively connect so families experience seamless support from a single, trusted partner:

✨ ASK — immediate resource navigation & family support
✨ CalAIM — whole person care coordination
✨ POSC — wraparound support for families impacted by prenatal substance exposure
✨ Family Preservation & Community Cultural Brokers
✨ Home Visitation (PAT/HFA)
✨ Behavioral Health Services
✨ And much more

🔑The key? These programs truly talk to one another. Families are referred internally across services, reducing gaps and creating wraparound care that actually wraps around.

🔦Spotlight: Families Stronger Together LA🔦
This program provides 24 hour response and preventative legal services to families reported to or under investigation by DCFS. Each family is paired with a peer partner with lived experience, plus access to mental health services, home visiting, substance use support, legal services, and more.

This is prevention exactly where it matters most: before a crisis becomes a case, and before a family becomes defined by a system instead of supported by a community.
