Animal Physical Therapy Coalition - APTC Same mission. Updating the name. This page originated to represent the California Association of Animal Physical Therapists (CAAPT). The solution is clear.

The Animal Physical Therapy Coalition (APTC) is a grassroots coalition comprised of DVM's, PT's, RVT's, and consumers who have been working diligently to establish common-sense animal PT/rehabilitation regulations and legislation in California. After years of voicing our position with the VMB so more access to qualified animal PT's can be made available, we realized that we needed a place to represent ALL stakeholders, not just PT's. Through the years, we found that we are all more similar than we are at odds. The majority of us want the same thing. So Karen Atlas founded the Animal Physical Therapy Coalition back in 2018. The APTC is a grassroots Coalition comprised of DVM's, PT's, RVT's and consumers who share a like-minded and common sense approach to legislating change for the animals and people who love them. This page now represents the Animal Physical Therapy Coalition.

📣 Join Us – Tuesday, March 10
The California State Legislative Oversight Committee will be conducting the Sunset Review hearing of the Physical Therapy Board of California (PTBC).

So what is a Sunset Review?

Typically every 4 years, California regulatory boards must justify their continued existence and demonstrate that they are effectively serving and protecting the public. Legislators review the board’s performance, enforcement practices, regulatory priorities, and overall impact. If changes are needed — this is when they happen.

In other words:

🔎 This is accountability.
⚖️ This is oversight.
🗣️ This is the public’s opportunity to be heard.

Why should you show up?
Because decisions made during Sunset Review shape the future of physical therapy regulation in California — including access to care, scope clarity, enforcement priorities, and how the Board interprets its authority.

If you care about:

• Patient access
• Consumer choice
• Professional transparency
• Fair and modern regulation
• The future of Animal Physical Therapy in California

This is the moment.
Legislators need to see that real people are paying attention. Public participation matters. Even your presence sends a message.

Dr. Ilana Strubel has long been a dedicated advocate for animals and the people who love them. As a rehabilitation veterinarian and practice owner in Pacifica, CA, she sees firsthand the growing access-to-care crisis impacting animals across our state.
When qualified professionals are prevented from practicing to the full extent of their training, animals wait. Families struggle. Outcomes suffer.

Just to put this in perspective:

Jerome Powell, Chair of the Federal Reserve, is reportedly paid around $190,000 per year (some sources place it more realistically in the low-to-mid $200Ks based on federal pay scales).

In California, the Executive Officer of the Physical Therapy Board of California is currently making approximately $185,000 per year…and his stated number one priority in Sunset Review is to secure a raise for his position.

You truly can’t make this stuff up.

For whatever reason, the Executive Officer of a single California regulatory board is positioned to earn nearly the same as the Chair of the United States Federal Reserve…one of the most consequential economic leadership roles in the world.

Meanwhile, Animal Physical Therapists in California are still being blocked from having clear, legal rights to practice under referral-based models that exist in many other states.

Priorities matter.
Transparency matters.
Access to care matters.

Physical Therapy Board of California is undergoing its Sunset Review by the California State Legislature this year.
A lot has happened over the past 20 years—and thankfully, it’s all been documented.

We’re asking for transparency.
We’re asking for accountability.
And most importantly, we’re asking for real solutions that will serve the people and animals of California.

How is it that the NUMBER 1 priority of "New Issues" of the Physical Therapy Board of California in Sunset Review is to give the Executive Officer a raise???? And FYI...he already makes way more than the median salary of a licensed PT. He makes $185k right now and wants more! (government salaries are public--see comments).
Meanwhile, Animal PT Workforce and Job Creation isn't even included as an issue for resolution. After 2 DECADES of discussion! Infuriating!

Both our President, Karen Atlas and our Treasurer, Dr. Jenny Moe attended the PTBC Sunset Review public meeting in person on November 19, 2025 for the express purpose of providing public comment on Section 7 (Workforce Development and Job Creation).
Remote access was not offered for public comment, so every effort was made to attend the meeting in person. During that meeting, they clearly articulated how provisions within the current PT Practice Act limit workforce development and job creation, and requested that these barriers be acknowledged and addressed as part of the upcoming Sunset Review. They also submitted letters before and after the meeting to ensure clear intent of the public comments.

However, the comments were not reflected in Section 7 of the report. Instead, they appear to have been placed under a passive “Past Issues” section (screenshot in comments), without any indication of action, analysis, or intent to resolve the concerns raised.

This outcome is particularly troubling given the lack of transparency that surrounds the November 19 meeting. It was not recorded and to our knowledge, the minutes to that meeting have yet to be drafted and approved by the Board. For those reasons, we are not able to tell if the public comments were documented appropriately either. We have tried repeatedly to gain insight from Mr. Kaiser, the Executive Officer, but to date, not received any answers as to who was responsible for placing this important issue in such a passive position within the Report.

Stay tuned...we plan to elevate this issue to the highest degree and will not relent until it is properly resolved.

Been having some issues with transparency now with the Physical Therapy Board of California.

Can’t understand why conversations about California policy and administration thereof needs to be done by having the Executive Officer going through "back doors" of any kind. That's not transparency.

It is clear we need more accountability and transparency from DCA Boards. Is the PTB administrative leadership working for the people of California or ?????

Follow along for more as we continue to right the wrongs in California politics.
Exposing the problems is the first step in solving them.
There are a number of issues now that have surfaced with the administration of this Board, so stay tuned as we work through this year of their Sunset Review with the California State Legislature.
