On January 29, 2026, from 9:00 a.m.–2:00 p.m., The Arc of Indiana, Autism Society of Indiana, Down Syndrome Indiana, and INSILC will host a “Day of Action” at the Indiana Statehouse South Atrium. Together, we’ll meet with legislators to speak up about issues that matter to people with disabilities and their families.

We want to share this new report from the U.S. Government Accountability Office (GAO) on barriers for people with disabilities in the U.S. healthcare system.

The report finds that people with disabilities still face widespread barriers to accessing health care, including inaccessible facilities and equipment, overwhelming sensory environments, technology usability issues, communication challenges, and provider bias or limited disability training.

It concludes that current federal oversight and data collection by HHS are insufficient to fully understand and address these accessibility problems nationwide. The report recommends that HHS develop concrete plans to collect national-level disability accessibility data, strengthen oversight and transparency on compliance, and issue clearer guidance and support so health care organizations meet ADA, Section 504, and Section 1557 accessibility requirements.

Snow in the Access Aisle? Snow thanks! This is your reminder that businesses are required to maintain the accessible features of their locations. This includes accessible parking spaces and access aisles. Don't push snow into accessible spaces or allow ice to build up in the access aisle. A clear, firm, and stable surface is critical for safety and accessibility.

Do you know the two questions you’re allowed to ask in order to determine if an animal is a service animal and not a pet? To determine if an animal is a service animal, you may ask two questions:

1. Is the dog a service animal required because of a disability?

We want to highlight an article by Michael Taylor, a digital accessibility advocate and former student who is blind and uses a screen reader to navigate higher education websites and digital platforms. In the article, Michael includes a guide with practical next steps for implementing accessibility under Title II in higher education.

Title II of the Americans with Disabilities Act (ADA) prohibits discrimination by public institutions and requires them to provide equal access to their programs, services, and activities for people with disabilities.

In higher education, Title II explicitly covers digital platforms, including websites, mobile apps, and online learning materials, ensuring accessibility for students with disabilities, such as blindness, hearing impairments, and motor disabilities.

One of INSILC’s responsibilities is to gather public input on Indiana’s Statewide Plan for Independent Living (SPIL)—a guiding document that outlines how our state supports people with disabilities to live independently and participate fully in their communities. Your feedback helps ensure that the work being done reflects the real priorities, needs, and concerns of Hoosiers with disabilities.

Public comment helps make the plan stronger and more responsive to the real issues people face.
