Meet Harold Payne, Korean War Veteran!

At 92, Harold Payne continues to embody strength, dignity, and compassion every single day. A proud Korean War Veteran, longtime community leader, and devoted husband and father, Harold now lives independently in Dover Plains with support from WILC’s Veteran Directed Care program. His story is one of perseverance, family, service, and love—and it’s truly remarkable.

🚨 SNAP Changes Starting November 2, 2025 🚨

Why This Matters:
New federal rules are changing how long some adults can receive SNAP benefits without meeting work requirements. These changes may affect your eligibility and how you stay enrolled.

Who Is Affected:
You may be impacted if you are an Able-Bodied Adult Without Dependents (ABAWD), including:
- Adults aged 18–64
-Caregivers of children aged 14–17 (without younger children)
-People who are homeless, veterans, or aging out of foster care (previous exemptions no longer apply)

What’s Changing on November 2:
- NY’s waiver for ABAWD time limits ends early
- Starting November 3, ABAWDs must meet work requirements to keep SNAP
- You can only receive SNAP for 3 months in a 3-year period unless you meet these requirements

How to Stay Eligible:
- Work or participate in approved activities for 80 hours/month, such as:
- Employment
- Job training or readiness programs
- Volunteer or community service
- Some activities may require fewer hours based on your SNAP benefit amount and local wage rates

Additional Details:
Earning $217.50/week or more exempts you from the time limit
Volunteer hours may vary:
Example: If you receive $298/month in SNAP:
~18 hours/month in NYC, Nassau, Suffolk, Westchester
~19 hours/month in other counties

Lost Benefits? You Can Requalify:
- Complete 80 hours of qualifying activity in a month
- Show you will meet the requirement within 30 days of applying

What You Can Do Now:
- Watch for notices from your local social services office
- Ask your Care Manager for help understanding your status and options
- Gather documents showing your work or participation in qualifying activities
Stay informed—these changes may affect your Medicaid recertification too

Accessible Halloween Tips 🎃

Halloween should be fun for everyone! Here are a few ways to make the holiday safer and more inclusive for children and families with disabilities:

✅ Keep pathways clear and well-lit for easier mobility.
✅ Offer non-food treats for kids with allergies or dietary needs.
✅ Use sensory-friendly decorations and sounds to avoid overwhelming environments.
✅ Communicate costume plans with your child ahead of time for comfort.
✅ Consider trunk-or-treat or indoor events for easier access.

Let’s work together to make this Halloween safe, inclusive, and enjoyable for all! 🧡
