Heart Rhythm Advocates (HRA) is a mission-driven 501(c)(6) organization established as the dedicated advocacy arm of the Heart Rhythm Society (HRS). As an independent but affiliated organization, HRA aims to amplify the voice of the global electrophysiology (EP) community by advancing policy initiatives, advocating for heart rhythm care professionals, and ensuring patient access to life-saving arrhythmia treatments. HRA leverages over 45 years of experience and strong relationships built by HRS to address critical issues such as government reimbursement models, new technology adoption, and workforce challenges in EP. With the ability to fundraise and support political activities, HRA is uniquely positioned to drive change in the rapidly evolving field of heart rhythm care.

Last year, an advocacy push by our EP community helped pass the HEARTS Act, a new federal grant program under the U.S. Department of Health and Human Services (HHS) to strengthen CPR and AED training in public K-12 schools.

The law requires HHS to establish a grant program to: provide CPR and AED training in schools, support purchase/maintenance of AEDs, develop cardiac emergency response plans, and drive awareness of cardiomyopathy and related conditions.

Unfortunately, no specific appropriation for that grant program has yet passed. While the law creates the authorization, Congress still must fund it via one of their appropriations vehicles.

With the Centers for Medicare & Medicaid Services (CMS) final CY 2026 Hospital Outpatient Prospective Payment System (HOPPS) and Ambulatory Surgical Center (ASC) Payment System rule, for the first time, approved key cardiac catheter ablation procedures for performance in ASC settings. We’re excited to share a historic win for the EP community:
In the CY 2026 Hospital OPPS/ASC Final Rule, CMS added key EP ablation procedures (93650/93653/93654/93656 and related add-on codes) to the ASC-Covered Procedures List.

This means EP ablations can now be performed in ASC settings for Medicare beneficiaries, a breakthrough that will help improve access, increase efficiency, and maintain the highest standards of safety and quality.

This is a major step forward in modernizing heart rhythm care, and a reflection of sustained advocacy, data, and leadership from across the HRA community.

Take Action: Contact Your Congress Representatives

CMS has finalized a new “efficiency” adjustment to non–time-based physician work codes in the Medicare Physician Fee Schedule. This policy reduces work RVUs based on the assumption that physicians can safely complete complex services in less time. Several time-based services, including E/M, are exempt, but electrophysiology services are not. Unless Congress acts, these changes will take effect on January 1.

Congress is considering legislation that would:

✅ Delay these cuts beyond January 1
✅ Require a one-time, evidence-based study to determine whether the “efficiency” assumptions are valid and safe
✅ Use existing money in the Medicare Improvement Fund to pay for the delay

Our contacts in Senate offices have indicated that this is the most viable path forward, and they need to hear from clinicians and advocates now.
