This “brain drain” predictably leads to a dearth of qualified physicians in developing countries, leaving the healthcare systems of these regions in crisis.
When basic health care services are hard to find, people turn to under-qualified or unqualified practitioners or go without care. In addition to “decimating the provision of healthcare in poor countries,” brain drain has particularly damaging economic effects, as countries lose economically productive citizens and their national investment in medical training.

Currently, there are more than 3 million Arabs in the US alone and many millions in Europe and other parts of the world.
Countries like Iraq, Libya, Syria and Egypt are facing biggest brain drain these days.

في حالات الطوارىء، هناك ضرورة لتدريب المعلمين وغيرهم من الهيئة التعليمية من غير المدربين أو قليلي التدريب، والذين غالباً ما يسدّون الثغرات الناجمة بصورة مباشرة أو غير مباشرة عن الكارثة أو الأزمة، على المهارات لإيصال محتوى التعلّم بفعالية

يمكن لحالات الطوارىء أن تقدم فرصاً لتحسين المناهج، وتدريب المعلمين، والدعم والتطور مهنياً، والتدريس وعمليات التعلّم، وتقويم نتائج التعلّم كي يكون التعليم ذات صلة، وداعماً وحامياً للمتعلمين. يمكن أن تكون هناك حاجة الى اتخاذ قرارات مهمة حول نوع المنهج المقدّم وحول تركيز أولويات التعلّم. هناك أولوية لبناء معرفة ومهارات تمنع أو تقلل الأخطار الفورية أو المستقبلية، والتهديدات والأخطار. ينبغي التشديد على تعليم
حقوق الإنسان والتعليم على السلام والمواطنة الديموقراطية.
