Hearth introduced a fresh and innovative approach to disability services. Currently, as reported in the media, there is a crisis as the state funding subsidies for Group Homes end on January 1, 2026. They were always going to end then. In the 8 years since the Victorian government handed the operation of its state-run group homes to the five large not-for-profits, the model needed to be re-imagined to be financially sustainable from 2026.



Conscious the state-based subsidies were due to end, Hearth Australia (www.hearthaustralia.com.au) commenced on working hard to reimagine what a new structural housing solution could be, as one viable alternative to Group Homes. This has included extensive engagement with the Federal Government and NDIA across the past few years and piloting, at Hearth’s expense to inform the current solution. Their hand was never out for money, but rather deep collaboration to inform a structural solution. It is incredibly hard to change a large incumbered organisation and far easier to start from scratch. Hearth Australia had the advantage of commencing 8 years ago based on lived experience and the desire to reimagine support and housing.
