In a thought-provoking keynote at the ๐ด๐๐ต ๐ฆ๐๐บ๐บ๐ถ๐ ๐ผ๐ป ๐ง๐ผ๐ฏ๐ฎ๐ฐ๐ฐ๐ผ ๐๐ฎ๐ฟ๐บ ๐ฅ๐ฒ๐ฑ๐๐ฐ๐๐ถ๐ผ๐ป, Clive Bates, former director of Action on Smoking and Health (UK), argued that global tobacco control has lost sight of its original goal, which is to reduce smoking-related harm. He criticized the FCTCโs growing fixation on nicotine and youth at the expense of adult harm reduction, urging policymakers to โreturn to the objective: transforming nicotine use from high-risk to low-risk behavior.โ
