Beginnings is licensed by the Ministry of Children and Youth Services to provide adoption services in Ontario. Beyond Ontario, we can provide adoption services on a case by case basis in provinces and territories that have provision for private adoption

Ontario continues to focus on providing permanent homes for children in foster care, working to reduce temporary placements and promote long-term stability. Programs such as permanency funding, kinship care, and the Child Welfare Redesign help support lasting, nurturing homes.

Since the mid 1980s, Ontario has increasingly recognised and incorporated Indigenous children’s rights into the child welfare system, ensuring that adoption and child welfare practices respect the needs of Indigenous children and families.

Key initiatives within the child welfare system include: Customary Care. Placing Indigenous children with extended family or community members to maintain connections to their culture and traditions.

In 2005, Ontario passed the Adoption Information Disclosure Act, marking a major milestone in the history of adoption. ⚖️

For the first time, this law allowed adult adoptees and birth parents to access identifying information, opening the door to greater connection and understanding.

Initially, the Act did not include a universal disclosure veto, which led to legal challenges. Following a court ruling, the Ontario government amended the legislation to include this protection, helping to balance the rights of adoptees and birth parents.

This moment represented a significant step toward openness, transparency, and healing in the adoption community.

What does ‘Adopt Ready’ mean? 💜🏡

As part of National Adoption Awareness Month, we want to shine a light on the behind-the-scenes process of what it takes for a family to become Adopt Ready. It’s a journey of preparation, learning, and dedication—all to create safe, loving homes.

Being Adopt Ready means a family has:
✅ Completed PRIDE training
✅ Finished a home study along with all supporting documents

Once Adopt Ready, families are eligible to apply to adopt with a licensed adoption agency.

In the 1970s, adoption in Ontario and across much of North America began to change as the Adoption Reunion Movement emerged. This movement was led by adult adoptees, birth parents, and supportive adoptive families who sought to challenge the long-standing culture of secrecy in adoption.

For many, closed adoption left feelings of isolation, loss, and unanswered questions about identity and belonging. The movement called for greater openness and understanding, advocating for:

✨ Access to birth records
✨ Openness in adoption
✨ Support networks for reunions

This powerful shift began to reshape adoption practices, highlighting the importance of identity, connection, and choice, values that continue to guide adoption conversations today.
