SAFE is a non-profit association of volunteer instructors with a common purpose of promoting safe, ethical hunting as a way of life and the shooting sports as safe, worthwhile forms of recreation. The volunteer is the backbone of our efforts and is recognized as such in a meaningful and rewarding fashion. Any money gained or earned is used for furthering these objectives.

Stay tuned for information on the release of our new SHHIN Card(SK Hunter & HAL Identification Number Card).
We are hoping to launch this card for purchase before the new year!
For a fee, you can purchase this hard card to carry with you, which includes your Hunter Education number and HAL number and is Ministry-approved. You will still receive your certificate with a card attached once you have completed the Firearm Safety/Hunter Education course. You can contact the SAFE office for more information.

The Ministry of Environment offers free voluntary CWD testing for all hunters. Fresh or frozen heads can be dropped off at select locations.

Hunters – Saskatchewan’s Big Game Draw opens in one week! Here’s what you can do to be ready.

Make sure you meet all eligibility requirements - such as firearm safety/hunter education certification - before applying.

Review the 2024 Big Game Draw supplement to find information on the seasons and quotas for draw species, as well as advance notice of changes to this fall's Big Game Draw seasons.

As of October 3rd, 2022 Saskatchewan Association for Firearm Education(SAFE) will be launching our new online-only Hunter Safety Course. The cost will be 70.00 tax included.
Our online course requires you to meet with an instructor for the final exam and practical with the online that you registered for pre October 3rd, 2022. If you register on or after October 3rd, 2022 you will be on the online only course.

With the online-only hunter education course, you will complete your entire hunter education program online. There is no need to meet with an instructor to complete your certification process. You will get your Saskatchewan Hunter Education Certificate sent to you in the mail within 2-3 weeks of completing the online-only course.
As per Federal regulation, any individual possessing a firearm must have a valid PAL or be under the direct supervision of someone possessing a valid PAL.

When you sign up for your HAL(Hunting and Angling Licence) as a new hunter in Saskatchewan, we recommend using your Hunter Safety Certificate number as a secondary identifier to their HAL account in the 'other' box. This will help compliance and show proof of you graduating our course which is mandatory for anyone born after January 1, 1971. You still need to carry your Hunter Safety card with you at all times when purchasing tags and out in the field. Also, all first time hunters regardless of age should take the Hunter Safety Course for the purpose of safe and responsible hunting when out in the field.

If you have taken your Hunter Safety/CFSC in Saskatchewan and have lost your hunter safety ID cards; we may be able to help you retrieve your information. We have a data base that holds records that go back to the 1970's for Hunter Safety Certification. If your information is in our system we reissue the Certificate to the student with a replacement fee. Some students took their course between 1994-2003 which usually includes the CFSC and some CRFSC information. They would be able to apply for their PAL if this information is in our database, but only if it was during those years. Please email or call the office for more information.

Just a reminder to anyone looking for a copy of their Hunter Safety you can contact us via email @ safee@sasktel.net or call our office @ 306-352-6730. Also to anyone who took their Canadian Fi****ms Safety course between 1994-2003, we may also have a copy of those records that you may be able to apply for your PAL, and in some cases, your RPAL with. Prior to signing up for a Federal Fi****ms course, it may be in your best interest to contact our office to check if you already took the Canadian Fi****ms Course. It could save you some time and money.

We are unsure to anyone inquiring about testing and courses as stated below, it could be weeks yet before there are any testing/classes. This uncharted waters has thrown everyone into some turmoil. We cannot have hands-on testing at present, which is a regulation as again is stated below. Unfortunately, this is a bit of a disappointment in everyone's plans, whether hunting, schooling, employment, weddings, funerals, special events, and just everyday life.

All we can do is hope that we follow government and health organizations guidelines to have an end to this pandemic in the near future.

Please refer to the Ministry of Environments Hunting and Trapping Guide for rules and regulations for the draw and requirements to purchase tags. For further information, you can contact the Ministry of Environment @ 1-(800) 567-4224.


We have yet to determine this decision of when final exams and courses will reconvene, we will definitely not be stage 1 or 2, maybe 3, but 4 seems more likely.


In light of COVID-19, we have postponed any in-person courses/testing until further notice. Part of our in-person testing is a hands-on practical with the fi****ms, this is mandatory by Government regulation. The fi****ms are the instructors so sanitizing and self-distancing will be a major concern for all parties involved. We have no date set to resume any of our program. This is uncharted waters we are in at the present, but hopefully, it is over in the near future. We will have disclaimers here and on our website when the green light to continue happens. In the meantime you can register and take the online course, there is no expiry for testing once the course is complete.

We spoke with the Ministry of Environment this morning to re-confirm that there has been no further decisions, nor any discussions, that would initiate changes to the 2020 hunting and angling seasons, and that everything to date is status quo.

This is, of course, subject to change as a directive from the Provincial Chief Medical Officer.

However, as of today there is no changes to:
- Opening for Angling Dates
- Bear Season
- Provincial Big Game Draw Applications

There was a proposed change to a 2 bear season in a number of zones that is awaiting Ministerial approval.
