In 1920, Enid Graham, a most remarkable Canadian physiotherapist, fought for and received Dominion Charter for the CPA. From 1939 to 1944, Graham chaired the Canadian Military Affairs Committee and succeeded in securing the granting of officer rank to all CPA physiotherapists who volunteered for overseas duty during World War II. Of the 340 qualified physiotherapists in Canada, 138 volunteered for overseas duty, were paid and had privileges equal to male volunteers of similar rank. champion for the profession as it has evolved. On December 31, 1993, with the proclamation of the Regulated Health Professions Act (RHPA) and the Physiotherapy Act, physiotherapists were recognized by the provincial government as one of a restricted number of self-governing health care professions. The College of Physiotherapists of Ontario is the regulatory and disciplinary body for physiotherapists in Ontario. From its inception, OPA has been a strong voice for the profession because of physiotherapists' commitment to work together through a united professional association.

Sarah Hutchison, OPA CEO, and Emily Stevenson, Director of Practice and Policy, met with MoH CPC Program Leadership on Friday, February 27 on the status of the April 1, 2026 TPA. The Ministry relayed three key updates at this meeting:

- The next TPA will continue as a 2-year agreement – effective April 1, 2026. There are no changes to the text of the TPA as it relates to the terms and conditions of the program delivery other than #2 and #3 below.
- The Ministry is exploring a rate increase per EOC; the amount has not been disclosed.
- The Ministry is exploring a net increase in the total volume of EOCs allocated to OH regions with higher utilization rates and population growth. The increase in the number of EOCs being explored has not been disclosed.

The Community Physiotherapy Clinic (CPC) Program is crucial for Ontario's healthcare system, providing nearly 10 million treatments since 2013. However, the program faces growing challenges including insufficient funding, too few episodes of care (EOC) to meet demand, and a lack of awareness of program goals among system stakeholders.

OPA is driving advocacy to ensure program sustainability, informed by our CPC Working Group and member feedback. Our recommendations include increasing EOC payment rates and expanding EOC volumes to match the growing population needs in Ontario.
