World Blind Union

World Blind Union The World Blind Union (WBU) is the global organization representing the estimated 338 million people worldwide who are blind or partially sighted.

The World Blind Union was formed in 1984 through the Union of the International Federation of the Blind (IFB) and the World Council for the Welfare of the Blind (WCWB). The first General Assembly, the Founding Assembly of WBU, was held in Riyadh, Saudi Arabia, 26 October 1984. Since then, another eight subsequent General Assemblies took place every four years in Madrid 1988, Cairo 1992, Toronto 1996, Melbourne 2000, Cape Town 2004, Geneva 2008, Bangkok 2012, and Orlando 2016. The WBU is divided into six regions: Europe, Africa, North America and the Caribbean, Latin America, Asia, and Asia Pacific. At its beginning 60 countries were registered as WBU members, but the number rose to approximately 190 during the following 30 years. The use of three world languages--English, French, and Spanish--were adopted facilitating an efficient global communication among all members. Strengthening the activities of its six regional unions, WBU quickly became a powerful internationally recognized voice in the worldwide disability movement. Through the leadership of the WBU and its constitution, one of its achievements has been to provide a forum where blind and partially sighted persons established the right to speak for themselves. Eliminating prejudice, promoting belief in the proven abilities of blind and partially sighted people, as well as achieving full participation and equality in society, involves three of the main issues of WBU’s goals and objectives.

For blind, low vision, and Deafblind women and girls, gender equality means more than recognition. It means:

• Access to education in accessible formats
• Freedom from violence and coercion
• Equal opportunities to work and lead
• Full participation in political and public life

Too often, gender discrimination and ableism intersect, excluding women with disabilities from opportunities others take for granted.

When we share platforms, open doors, and invest in women’s leadership, we strengthen our entire movement.

This , let’s move from recognition to action. When we , blind and partially sighted women gain opportunity—and our global community gains strength.

Earlier this month in Nairobi, the Global Network of Refugees With Disabilities (GNRD) convened refugee-led organisations from Syria, Kenya, Uganda, South Sudan, Malawi, Sweden, and South Africa for a three-day in-person workshop on organisational strategy, governance, and next steps — with additional hybrid participation to include members facing travel restrictions.

The context is stark: UNHCR, the UN Refugee Agency estimates 117.3 million people have been forced to flee their homes globally (end-June 2025). Using a commonly applied planning estimate, this suggests around 17.6 million forcibly displaced people may be persons with disabilities, too often overlooked in humanitarian response and decision-making.

With support from the Disability Rights Fund, the International Disability Alliance, the International Refugee Assistance Project and United Nations Human Rights the workshop created an accessible, safe space for members to build trust, align on priorities, and strengthen practical advocacy tools, including drawing on learning and knowledge products from Inclusive Futures: Reimagining Disability on refugees with disabilities, Global Disability Summit commitments and the Refugee Compact.

The World Blind Union stands in solidarity with the International Disability Alliance regarding the discontinuation of sign language interpretation for the UN Committee on the Rights of Persons with Disabilities due to funding cuts.

The goal of full inclusion, which is the foundation of the UNCRPD, cannot be achieved without meeting the diverse access needs of different disability groups. In this case, the participation of Deaf persons in the work of the CRPD Committee is not possible without sign language interpretation.

As the body mandated to monitor the implementation of the Convention, the CRPD Committee cannot be expected to fulfil its role while undermining the specific access needs of a particular disability group, including its own Deaf members.

We join IDA in calling for urgent action to ensure that the Committee’s upcoming session proceeds with all necessary accessibility arrangements in place.

Accessibility isn’t optional: IDA calls out UN cuts blocking Deaf people from the Committee on the Rights of Persons with Disabilities oversight

The UN Committee on the Rights of Persons with Disabilities (CRPD) has warned that a lack of funding is undermining accessibility and jeopardising its mandated work.

In a statement published on 2 February, the Committee points to the unequal impact of the UN liquidity crisis on persons with disabilities. Funding shortfalls have resulted in the loss of essential accessibility services, including international sign interpretation and captioning, thereby preventing access to the work of the Committee by Deaf persons and persons with hearing impairments.

It additionally highlights the discontinuation since 2025 of national sign language interpretation, with States now required to pay a surcharge to the UN if the State provides interpretation remotely.

The statement also recalls that one of the Committee’s members, Mr Hiroshi Tamon, who is Deaf and has served since 2025, has not been provided with sign language interpretation to enable him to carry out his duties, as it has been explicitly requested by the recent resolution 80/197 of the UN General Assembly.

In response, IDA is seeking direct engagement with the relevant UN authorities to ensure that the 34th session of the CRPD Committee proceeds as planned from 9 to 27 March 2026, with all necessary accessibility arrangements in place.

“The current situation is unacceptable,” said José María Viera Executive Director of IDA. “Accessibility services for the CRPD Committee are not an optional extra. Without them, the Committee cannot function, and international human rights monitoring is weakened. This year marks the 20th anniversary of the Convention, and such regressions should not be tolerated.”

IDA also urges States Parties to the CRPD to fulfil their funding responsibilities, emphasising that accessibility and reasonable accommodation are not optional measures but binding obligations under the Convention and an integral component of the UN Disability Inclusion Strategy.

À l’occasion de la Journée mondiale du braille, l’ICEVI et l’Union mondiale des aveugles (UMA) lancent fièrement la Campagne mondiale pour l’alphabétisation en braille, un appel international visant à renforcer l’accès à l’alphabétisation en braille comme fondement de l’éducation, de l’emploi, de l’autonomie et de la participation.
