The Ethiopian Public Health Association (EPHA), in collaboration with Amref Health Africa, is implementing the Integrated Health Systems Strengthening (IHSS) Project aimed at improving leadership, governance, and overall performance of the primary healthcare system in Ethiopia.
To support the successful implementation of this initiative, EPHA invites qualified, competent, and motivated professionals to apply for the following positions:
1. Position : National Integrated Health Systems Strengthening (IHSS) project Coordinator.

II. Job Purpose
The National Integrated Health Systems Strengthening (iHSS) Coordinator plays a pivotal role in overseeing and coordinating the implementation of IHSS initiative with a focus on scaling-up High-Impact Leadership (HIL) Training across five regions of the Country.
This role requires proven coordination, communication, and stakeholder management skills, along with a project management and technical expertise in health system strengthening. The position is responsible for strategic planning, multi-level coordination, quality assurance, stakeholder engagement, and performance monitoring of leadership development initiatives targeting PHC leaders, governance boards, and health managers to strengthen governance, accountability, and HRH leadership.
III. Key Responsibilities
1. Coordination and Collaboration:
o Establish and maintain strong coordination mechanisms between the Ethiopian Public Health Association (EPHA) and AMREF Health Africa – Ethiopia, MOH and other partner to enhance synergy in health systems strengthening initiatives.
o Collaborate with Amref Regional team to liaise with respective RHBs on trainers and high impact leadership (HIL) trainee’s selection
2. National Leadership Training Plan
o Lead development of the national scale-up plan for HIL training including coaching and mentorship session
o Translate project targets into annual and quarterly operational plans.
o Ensure alignment of HIL training with PHC reform agendas, governance strengthening initiatives, and HRH priorities.
o Support harmonization of leadership initiatives across regions.
3. Coordination of Leadership Training Implementation
o Coordinate nationwide rollout of:
LHigh-Impact Leadership (HIL) training
o Coordinate training schedules across regions and woredas.
o Coordinate with CPD centers to secure training venue and facilitate the training
o Work closely with AMREF, MoH, RHBs, and EPHA chapters to ensure smooth, timely, and high-quality implementation.
4. Technical Oversight and Quality assurance
• Provide technical oversight to ensure training quality, consistency, and adherence to approved curricula.
• Review, adapt, and contextualize training materials, tools, and facilitation guides.
• Ensure integration of:
o Accountability for health
o Gender-intentional leadership
o Equity in leadership decisions
• Supervise trainers, facilitators, and mentors.
• Post-training follow-up, mentorship and application
• Review HIL training workshops on a daily basis and provide real-time feedback.
• Ensure post training coaching, mentoring, and follow-up mechanisms are implemented.
• Guide tracking and implementation of leadership action plans developed during training.
• Support practical application of leadership skills at PHC facilities and woreda offices.
• Ensure alignment with Amref compliance, monitoring and reporting requirements.
5. Stakeholder engagement for leadership development
• Lead engagement with:
o RHBs
o Woreda administrators
o Health office heads
o Governance boards
o PHC leaders
• Represent EPHA in national leadership and governance forums.
6. Monitoring, Evaluation and Learning for leadership program
• Establish tracking systems for leadership training outputs and outcomes.
• Monitor the number, d quality and distribution of trained leaders.
• Track behavioral, organizational and institutional changes linked to leadership interventions
• Document success stories, leadership transformation cases, and lessons learned.
7. Reporting and Knowledge Management
• Lead preparation of monthly, quarterly and annual technical and progress reports
• Provide regular updates to EPHA management and AMREF Health Africa.
• Support development of knowledge products and learning briefs on leadership strengthening including success stories
IV. Job Specifications
Education
• Master’s Degree in one of the following fields:
o Public Health (MPH)
o Health Management
o Monitoring & Evaluation in Health Systems
o Other related health systems field
Work Experience
• Minimum of 10 years of relevant professional experience in:
o Health systems strengthening
o Public health program implementation
o Project coordination and management
• Demonstrated experience working with government institutions and development partners is an advantage.
• Experience in managing training program/CPD courses

I. Job Purpose
The Integrated Health System Strengthening (IHSS) Officer will be instrumental in implementing health systems strengthening initiatives at the Woreda and facility levels. The position requires a organized and field-oriented professional with a strong coordination skills and ability to work with government stakeholders and partners.
The IHSS Project Officer supports the operational rollout of High-Impact Leadership (HIL) Training, assisting in coordination, logistics, technical facilitation support, follow-up mentorship coordination, and monitoring of leadership development activities across project regions
II. Duties and Responsibilities
1. Operational Support for Leadership Trainings
• Support planning and implementation of HIL Training
• Coordinate participant mobilization, venue arrangements, and logistics and training
• Work under the direct supervision of the National Integrated Health Systems Strengthening (IHSS) Coordinator
2. Training Facilitation & Technical Support
• Facilitate during the leadership trainings sessions.
• Support group work, case discussions, and leadership action planning sessions.
• Provide technical clarification on governance, accountability, and HRH leadership topics as required.
• Regularly follow up trainees and provide coaching and mentoring
• Maintain accurate records of trainee information and document outputs produced during the training process.
3. Partnership and Stakeholder Coordination:
• Work closely with AMREF Health Africa to align resources and implementation efforts, for health systems strengthening activities.
• Liaise with RHBs, woreda offices, and EPHA chapters on training schedules and field activities.
• Support coordination with AMREF and government stakeholders at regional and woreda levels.
4. Field Engagement:
• Engage with health facilities and woreda health offices to understand local health system challenges, priorities, and capacity gaps.
• Support trainees in developing and implementing capstone and leadership action projects during and after HIL training.
• Foster trust, collaboration, and continuous engagement with local stakeholders.
5. Program Implementation Support:
o Support implementation of health systems strengthening interventions, including HIL training, at woreda and facility levels.
o Ensure alignment of activities with national health policies, frameworks, and local context.
o Support integration of leadership initiatives into routine health system processes.
6. Monitoring and Reporting:
• Monitor progress of HIL activities and document implementation status.
• Support data entry and maintenance of the HIL dashboard and related monitoring tools.
• Compile routine monitoring updates highlighting achievements, challenges, and lessons learned.
7. Post-Training Follow-up
• Support follow-up of trainees to monitor implementation of leadership action plans.
• Assist in organizing mentorship and coaching sessions.
• Track application of leadership skills at facility and woreda levels.
8. Reporting
• Prepare training reports, activity summaries, and periodic progress updates.
• Contribute to regional and national reports as required.
9. Logistics arrangement
• Coordinate with CPD centers to secure training venues.
• Coordinate trainers’ schedules and trainees’ availability for trainings and mentorship activities.
Support logistical arrangements for field activities and training.
III. Job Specifications
Education

Work Experience
