Bank Shift Pay Clarification

We’ve received a few queries regarding pay when a substantive staff member works a bank shift at a lower band than their substantive role. To clarify:

- Where a substantive staff member works a bank shift at a requested band equal to their substantive band, they will be paid at their substantive pay point.

- Where a substantive staff member works a bank shift at a requested band lower than their substantive band, they will be paid at the top of the requested lower band.

This is in line with the broader bank pay arrangements:

- Bank-only staff in Bands 5 and above will be paid at the midpoint of their respective pay bands.

- Bank-only staff in Bands 3 and 4 will be paid at the top of their respective pay bands.

- Band 2 staff will remain unchanged as there is only one pay point.

FAQs – Change in Bank Hourly Rates (Agenda for Change)

Q: When will the new rates take effect?
A: The revised bank pay rates will be implemented from 31st October 2025.

Q: Will the rates for existing bookings be honoured?
A: Shifts worked up to and including 30th October 2025 will be paid at the current rate. Shifts worked on or after 31st October 2025, regardless of booking date, will be paid at the new rate.

Q: Why are bank rates being changed?
A: A temporary increase bank rates were introduced to support staffing during high-demand periods. As staffing levels have improved, the Trust is aligning rates for consistency, fairness, and equality across all Bands and roles within the Lancashire and South Cumbria system.

Q: What are the new pay arrangements?
A: - Bank-only staff (Bands 5 and above): Paid at the midpoint of their band.
- Bank-only staff (Bands 3 and 4): Paid at the top of their band.
- Band 2 staff: No change (only one pay point).
- Substantive staff working bank shifts: Paid at their substantive pay point
- Shifts worked at a lower band than substantive will be paid at the top of the lower band.

Q: Will enhancements (e.g., nights, weekends) still apply?
A: Yes, unsocial hours enhancements will continue to apply in line with Agenda for Change, calculated using the new pay arrangements.

Q: Will this affect my ability to pick up shifts?
A: No. You can continue to book shifts as usual.

Q: What happens if my bank post is a lower band than my substantive post?
A: You will be paid at the top point of the lower band requested for those shifts worked.

Q: What if I retire from my substantive role but keep my bank post?
A: You will be paid at the relevant bank-only rate for your band.

Q: Will this affect my pension or tax status?
A: Bank work remains subject to standard NHS pension and tax rules. For specific queries, contact Payroll or Pensions.

Q: How will I know what my new hourly rate is?
A: Please see table below

Q: Will I receive confirmation of the new rate when I book a shift?
A: Shift confirmations will reflect the applicable rate based on the date worked and your banding.

Q: Can I cancel shifts I’ve already booked if I’m unhappy with the new rate?
A: Yes, but please follow the Trust’s cancellation policy and provide adequate notice to ensure patient safety.

Q: Will this change affect staffing levels or shift availability?
A: The Trust is committed to maintaining safe staffing levels. This change is part of a broader strategy to ensure sustainability and equity.

Change in Hourly Rates Paid for Bank shifts – Agenda for Change (Bank Staff)

Dear Colleagues, We are writing to inform you of an upcoming change to bank pay rates at East Lancashire Hospitals NHS Trust, applicable to all staff working bank shifts under Agenda for Change terms and conditions.

In recent years, enhanced bank pay rates were introduced to support staffing levels and meet increased demand. As our vacancy position has improved and we continue to work collaboratively with regional and system partners across Lancashire and South Cumbria, we are aligning bank pay rates to ensure consistency, fairness, and equity across the system.

Effective from 31st October 2025, the following changes will apply:

- Bank-only staff in Bands 5 and above will be paid at the midpoint of their respective pay bands.

- Bank-only staff in Bands 3 and 4 will be paid at the top of their respective pay bands.

- Band 2 staff will remain unchanged as there is only one pay point.

- Where a substantive staff member works a bank shift at a requested band equal to their substantive band, they will be paid at their substantive pay point.

- Where a substantive staff member works a bank shift at a requested band lower than their substantive band, they will be paid at the top of the requested lower band.

Shifts worked prior to 31st October 2025 will be paid at the current rates. Shifts worked on or after 31st October 2025, regardless of when they were booked, will be paid at the new rates.

Thank you
