Caterham, Chaldon and Whyteleafe Neighbourhood Plan - CCWNP The Caterham, Chaldon and Whyteleafe Neighbourhood Plan (CCWNP) is a Neighbourhood Plan to cover Caterham, Chaldon and Whyteleafe Why are we doing this?

If you live or work in our local area please help prepare a Neighbourhood Plan for Caterham, Chaldon and Whyteleafe, which will be a significant influence locally on planning. The Localism Act introduces Neighbourhood Plans. These plans can include policies on the development and use of land in a parish or neighbourhood area. Once such a plan is adopted, it becomes a main consideration within the planning system when considering town planning applications, being positioned directly below the Council’s Core Strategy. The parishes of Caterham on the Hill, Caterham Valley, Chaldon and Whyteleafe, together with the Caterham Community Partnership and the Caterham Business Partnership have teamed up to prepare this plan. An application was approved via Tandridge District Council planning department and the Department of Communities and Local Government (DCLG), with DCLG awarding Frontrunner status to our group named "The CR3 Forum" in 2012. We plan on being ready to proceed to public referendum in late 2014. Given the amount of work to do this is ambitious but achievable. There is already an enthusiastic group of people who have come forward to participate but we do want the widest community involvement and are still actively seeking volunteers. In particular, people with knowledge of particular areas, such as housing, education, healthcare, business, etc are very welcome. Landowners and developers are also invited to join us. Because it is a unique opportunity for US as local residents and businesses to decide how WE want OUR town to be! A reminder that the deadline for responding to the Chaldon, Caterham and Whyteleafe Neighbourhood Plan Regulation 16 consultation is 11:59pm on Friday 10 October 2025. Your input is vital in shaping the future of what happens in Caterham, Chaldon and Whyteleafe.

The revised Plan shapes how the four Parish and Village Councils develop over the coming years and guides decisions on planning applications. The Plan encourages appropriate development with adequate infrastructure and provides a framework for sustainable growth, balancing new homes and businesses with the preservation of green spaces and heritage. It secures 25% of Community Infrastructure Levy (CIL) funds, compared to just 15% without a Plan.

Caterham, Chaldon and Whyteleafe Neighbourhood Plan Consultation Deadline Update

Due to IT issues affecting access to consultation documents on the Tandridge website and the delivery of consultation e-mails, Tandridge have extended the consultation deadline for the Chaldon, Caterham and Whyteleafe Neighbourhood Plan to 11:59pm on Friday 10 October 2025.

The plan can be viewed online at www.tandridge.gov.uk/CCWNP.

The current CCWNP, passed at referendum in May 2021, has been updated by the Implementation Group (IG) which consists of members from Caterham Hill, Caterham Valley, Chaldon and Whyteleafe Parish and Village councils. This consultation is on the revised plan.

Under Neighbourhood Planning Regulations and following the Regulation 14 Consultation conducted by the IG, the plan was submitted to Tandridge District Council who are conducting the Regulation 16 Consultation.

On completion of this consultation, it will be sent to an external, Independent Examiner to review. If approved, it will go to referendum next year and if passed, it will become part of the District Council’s Development Plan.

The revised Plan shapes how the four Parish and Village Councils develop over the coming years and guides decisions on planning applications. The Plan encourages appropriate development with adequate infrastructure and provides a framework for sustainable growth, balancing new homes and businesses with the preservation of green spaces and heritage. It sets out proposals to:
• Deliver housing to meet local needs.

• Improve walking, cycling and bus travel options.
• Safeguard green spaces, key views and the Green Belt.

Government announces funding withdrawal to communities preparing a Neighbourhood Plan

The Government is withdrawing grant funding for Neighbourhood Plans. This news undermines the 2011 Localism Act’s intent that communities should have a say in where and how development happens. This is a major setback for communities across the country as Neighbourhood Planning is the main opportunity for local people and Councils to shape the way their community develops. The announcement has come very late in the day leaving many groups without the resources to continue.

Neighbourhood Planning has never been about stopping development but rather influencing it, so that it can be undertaken in a sustainable way responding to local circumstances. It is important that the opportunity for local Councils, and the communities they represent, to be actively and directly involved in planning continues.

Caterham, Chaldon & Whyteleafe are in the process of reviewing our Neighbourhood Plan (originally passed at referendum in May 2021). Significant local engagement, public consultation, and financial commitment — both in grant funding and local expenditure, has been undertaken. Many volunteers have given time and expertise to assist this.

The policies in our plan have been used to influence the types of homes being delivered in our area, safeguarding green spaces and views that are particularly important to the community, setting out design expectations for new developments and conserving locally important heritage assets, promoting sustainability, protecting our historic and natural environment and our open spaces.

The move to unitary government and the proposed removal of the Planning Committee system for all but the largest applications is signalling a shift away from community empowerment.

The CCWNP is fortunate that it has the funding, resources and technical expertise required to enable us to complete our review and progress to referendum. However, without external support, many smaller councils will simply be unable to start, update or maintain their Plans.

This issue needs to be raised with government to enable further discussion on this matter as the decision to halt the Neighbourhood Plan funding has far greater consequences.
