In answer to peoples questions about our ongoing Scout Hut delema, under it’s previous lease the Scouts owned the building and the Parish council rented them the land (which in their turn they rent from the St Albans District Council.)
Due to a clause in the terms of this lease, (which started in the 1970’s when the building was built with voluntary labour and fundraising, )
if one term expires before the next one is signed the building legally becomes the property of Colney Heath Parish Council, who can then decide on what terms they will re lease it to the Scouts...
Now just because something is legal does not however make it ethically and morally so.
There is an African proverb that states “ It takes a village to raise a child” and I put it to you that it takes a village and in deed a council to stand by higher principles than purely legalities which in this case due to human error on both sides has enabled this situation to arise. We are after all just human, fallible and vunerable to mistakes...
We are not talking about whether the Parish council have a right to enforce the change of ownership, we are questioning if it is in the best
Interests of our children and community that they do so.
These families have dedicated and yes even sacrificed huge chunks of their lives to maintaining and promoting these social activities for our village and children and they are due our respect and backing to continue to do so in a building that legally could be removed from them but perhaps morally should not be.
I have no desire to cast aspersions on any member of Colney Heath Parish Council or in deed our Clerk for fulfilling their duties to this Parish in an exemplary manner.
But to appeal to a greater sense of community and dare I say it compassion, to renegotiate a lease that will satisfy the needs of both parties concerned and enable our Youth to continue to be led by the families that have for so long fought to keep our Beaver, Cub and Scout groups active.
