This Job Description and Person Specification is a statement of the core duties of Operations Manager for Poppy Cottage Limited.


Job Description

* To provide leadership of the administration, care, and people management functions of the company.

* To maintain the operations of the service at the standard agreed with the Registered Provider, within the financial budget or other parameters set by the Provider.

* To maintain care and management skills at the current level and undertake such training and development as may from time-to-time be required to maintain that currency of practice.

* To manage the services within the company in accordance with standards agreed with the Person Registered, legislative requirements, relevant regulations, and in line with accepted best practices

* Develop the philosophy, goals and objectives for the company.

* Assess the effectiveness of care implementation and delivery.

* Implement action to meet and maintain care and supported living standards.

* You will need to be an experienced leader with knowledge and experience of negotiating with Local Authorities, managing significant budgets, strong communication skills and the awareness and sensitivity of dealing with the issues surrounding a changing organisation.

* Qualified to Level 5 Diploma in Leadership for Health and Social Care or NVQ level 4 (or equivalent) in both Health and Social Care.

* You will be responsible for the operational and development of services in Denham ensuring that your team enables the people we support to lead fulfilling lives based upon their personal support needs. You need to work to the standards and values set internally and externally (for example, by the Care Quality Commission), doing all you can to make sure that the people we support and your colleagues come to no harm and that the people we support are satisfied with the level of support they receive.

* You may be asked to take on the responsibility of Nominated Person with the CQC.

Main Duties:

* To ensure that person centred services are delivered to the people we support.
* To create and maintain an environment in which each individual's emotional and personal development needs are met, including leisure interests, social and occupational activities.
* To ensure that any and all safeguarding issues are investigated and reported promptly and in line with internal and external policies.
* To ensure the prompt investigation of complaints from the people we support.
* To monitor, encourage and enable the people we support and staff to participate in the management of the Service
* To provide compliant, quality services that deliver measurable outcomes
* To achieve budget targets and optimise the use of resources
* Develop and maintain relationships with key stakeholders (internal and external)
* Develop new and existing services in response to local need and demand.
* To monitor actual and potential individual vacancies.
* To manage the assessment, selection and preparation of individuals admission into the service and the individuals discharge from the service.
* To lead in negotiations on funding or support for the service
* To participate in the recruitment and selection of staff
* To promote the professional development of all staff.
* To lead and manage the team, being responsible for employment relations issues within the service.
* To communicate effectively with staff, the people we support and families ensuring that they are informed of key events within the service.
* Ensure all records are kept accurately and up to date.
* To ensure that all services are compliant with relevant health and safety standards.
* Participate in learning and development opportunities as required.
* Undertake any other duties as appropriate.

Person Specification - Operations Manager

Poppy Cottage provides a range of support for people with learning disabilities over 5 homes, including:

* Supported living services
* Social and leisure pursuits
* Supported employment

The role requires an individual with drive, enthusiasm, and commitment. Successful individuals will require the ability to think strategically, challenge professional colleagues and implement both organisational and external policy.

This post is subject to Enhanced DBS clearance.


Experience
(Essential) • Experience of managing a team supporting individuals with Learning Disabilities, and/or Autism Spectrum Disorder and individuals whose behaviour may challenge.

• Experience of working positively with families and health professionals.

• Experience of leading the development of new services, including undertaking assessments and writing person-centred support plans.

• You will have a track record of Operational management in areas of Budget management, Staff leadership and Project management You should also have a flair for networking and finances and be proficient in Sage and payroll.
Skills/Attributes
(Essential) • Ability to work independently and use own initiative to make decisions, where necessary.

• Ability to cope under pressure and prioritise and manage tasks simultaneously.

• Ability to motivate and lead a team of staff.

• Ability to manage difficult and crisis situations calmly and effectively.
Qualifications
(Essential) • Qualified to Level 5 Diploma in Leadership for Health and Social Care or NVQ level 4 (or equivalent) in both Health and Social Care.

• Commitment towards own professional and personal development.

• Possession of a full valid driving licence and own transport and prepared to use and insure this for work purposes
Technical Skills/Knowledge
(Essential) • Keeping up to date with best practice and trends to ensure compliance within all legislation relating to management of the service

• Ensure compliance with quality standards and performs in accordance with contractual arrangements and regulatory requirements

• Budget management skills

• Use of information systems and PC Technology

• Will have the ability to use Microsoft Office and bespoke IT systems in order to monitor and evaluate delivery and operation of the service circumstances

• Ability to control management meetings, training and operational management of the service
