Noblehill & Parkhead Community Development Association

Noblehill & Parkhead Community Development Association Parkhead is a widely used area of open green space in Dumfries. Parkhead is a much loved area of open green space near Noblehill in Dumfries. Thank you.

Noblehill & Parkhead Community Development Association are now seeking community ownership of Parkhead in order to protect it long term as open space for community use. The site comprises of three playing fields that are used informally by local children and by local sports clubs, the site of the old Parkhead Hospital aka the best sledging spot in the town and a wild area used mainly by dog walkers with rich biodiversity. Parkhead is well used by a broad section of the local community, including local families and their children, people with limited mobility who can access the green space due to the flat, dry nature of the land and it is a popular dog walking site. The Council has recently sold the land to DGHP who plan to build social housing. Over the past few months the goal posts have been quietly removed from the playing fields and the grass has been left largely uncut. There has been little information forthcoming about the plans. This page has been set up as a focal point for members of the community who want to save this precious green space. The Scottish Government recognises access to green spaces as an important indicator of quality of life, stating:

Greenspace has substantial environmental and health impacts, but also links to community aspects, such as community cohesion, social connectedness and community resilience. Being able to access high quality greenspace can improve the health, wellbeing and confidence of people and communities. Quality greenspaces will help us to:

increase our physical activity levels, strengthen our mental health, combat isolation and loneliness and create a sense of purpose by providing opportunities for volunteering

link houses, workplaces, services and other public spaces to create joined-up spaces and connected neighbourhoods and provide safe, pleasant corridors for active travel

provide opportunities for government, business and communities to come together to create places that attract investment and business development, support the health, wellbeing and morale of the workforce, and where people of all ages can find training and work opportunities

support creative, stimulating learning to develop skills and confidence

sustain places, bring people and nature together, support local production and consumption as well as creating a ‘sense of place’ and cultural identity. Parkhead does all of the above. The rumoured plans would remove this essential green space from our community. It would remove a safe, open and unstructured playing space from our children, and it removes a well loved social gathering space. If you would like to become involved in a campaign to Save Parkhead, post on the page or send a message. In the meantime we would like to collate testimonials from local people about what Parkhead means to them. To share your story or photos plese post on this page.

You might have seen posts by the Council recently about Local Place Plans. These are proposals from communities about how land is developed and used within their local area.

Noblehill & Parkhead Community Development Association (formerly known as Save Parkhead) has submitted an Expression of Interest to the Council to say that our community would like to develop a Local Place Plan.

This is a formal process that will involve community consultation and data gathering. We are at the very early stages of this process, but given that our email mailing list is probably out of date, we have two requests.

Firstly - if you would like to be added to our email mailing list, please drop us a private message with your name and email address.

Secondly - we are also looking for people who are happy to help with admin and organising. Please let us know if you're interested in joining a steering group. At the moment we think it will involve a few hours per month, so it won't be overly time consuming.

This isn't just about Parkhead. It's about local people having a direct say on a range of issues, and about thinking long term about the kind of development we want for our community.

Feel free to ask any questions in the comments below - if you have a question it's likely other people will be wondering the same thing too.

Those of you who submitted representation to the proposed local development plan should have received an email. For those of you who didn't, you might be interested in the following, please note the Council meeting on 3rd September at 1.30pm which members of the public are welcome to attend:

Further to the representation(s) you made (or were made on your behalf) to the Local Development Plan 2 – Proposed Plan in the period January to April 2018, I am writing to advise you that all of the representations received to the proposed plan will be considered by the Elected Members of Dumfries and Galloway Council at a full Council meeting on Monday 3rd September 2018. The meeting will start at 1.30pm and will take place in the main Council Offices, English Street, Dumfries. Although everyone is welcome to attend the meeting, no members of the public are permitted to speak or address the Council meeting.

At the Council meeting, Elected Members will be asked to agree the Council’s response to the representations so that the Proposed Plan can be submitted to Scottish Ministers for examination. All of the representations received and the Council’s response will be included with the submission to Scottish Ministers. Should Elected Members agree the plan can be submitted for examination we will write to you again once the Proposed Plan has been submitted.

The committee report and associated appendices will be available on the Council’s website from one week before the Council meeting. If you use this link http://egenda.dumgal.gov.uk/aksdumgal/users/public/admin/kab71.pl?cmte=COU then click on Monday, 3rd September, 2018 which will take you to the meeting papers. However, the date will only appear once the papers have been uploaded onto the web page; there is no public access to the papers before that.

The Scottish Government have prepared a guidance note for people who have submitted representations which you may find helpful - https://beta.gov.scot/publications/development-plan-representations-guidance/

We will be having a meeting about Parkhead this Sunday, 24 June 2018 at 2.00 pm at Pleuchie's Howff on the Annan Road. Everyone is welcome.

Please note that some members of the community have received an email from Cllr Elaine Murray to say that DGHP are planning a one-off cut of the grass.

The email also suggests there are some complications regarding the buy-back clause between DGHP and DG Council.

We will discuss all this on Sunday and update you on this page regarding our next steps as a community.

***Only Two Weeks To Go***
You have just two weeks left to get your responses in to the Proposed Development Plan Consultation.

Our community association is encouraging everyone who wants to see Parkhead protected as open space to respond to the consultation before it closes at the end of this month.

You can do it online at: http://www.dumgal.gov.uk/article/11940/Representation-on-the-proposed-LDP2

However, the on line form isn't the easiest to use. So you can also submit a response in a hard copy. The community association has prepared a sample response using this form.

You can download an editable copy of this form by clicking here: parkhead.org.uk/wp-content/uploads/2018/03/General-Response.doc

Please feel free to amend or add to what is suggested – and make sure to add your name and address and to sign at the bottom.

This information, plus all the links and downloads, can be found at: http://parkhead.org.uk/2018/03/07/its-not-over-till-its-over/

Your response is important - here's why...

On the 18th January the Council voted to remove the Parkhead Playing Fields and the former fever hospital site as land for housing development and to designate the land as green space in the Proposed Development Plan. This does not however mean that our campaign is over.

Until the Proposed Development Pan is adopted the existing Local Development Plan remains Council planning policy. Dumfries and Galloway Housing Partnership could still submit an application for planning permission.

Please make your voice heard in this consultation by making a response to the Proposed Development Plan. Comment below or message this page if you have any difficulties in doing so.
