HUGE event for reSEND today! We finally managed to get (most) of the team together for a meet and greet and get together. This included our Trustees! As a charity we reduce costs by ensuring that everyone works from home so we have as few overheads as possible but it makes a huge difference to us as a team, to be able to meet people in person. Thank you to everyone who made it today, especially those who made it happen by driving etc!

Today, 23 February 2026, the Department for Education published its policy paper, ‘’Every child achieving and thriving’’. This White Paper sets out the Government’s long term vision for education reform in England over the coming decade.

It is a wide ranging document. It addresses early years provision, curriculum, attendance, disadvantage, teacher recruitment and retention, enrichment, and the role of schools within communities. For many families, the most significant sections will be those relating to inclusion and special educational needs and disabilities.

The paper states an ambition for more children with SEND to have their needs met within local mainstream schools, supported by highly trained teachers, leaders and support staff. It positions high standards and inclusion as reinforcing principles and speaks about rebuilding engagement with families who feel education has not worked for them.

It is important to be clear about what this means today. A White Paper is a policy document. It sets out proposals and direction of travel. It does not change the law. Any reform to statutory duties or legal rights would require consultation and legislation.

That means existing protections remain in place. Local authorities continue to be bound by their duties under the Children and Families Act 2014. Schools remain subject to their obligations under the Equality Act 2010. Rights relating to Education, Health and Care needs assessments and plans, and rights of appeal to the First tier Tribunal, are unchanged.

We know that announcements of reform can feel unsettling. For many families this is not abstract policy, it is personal. There has been partial information circulating in recent weeks, and uncertainty can feel heavy. As Polly Kerr, our Head of Education and Children’s Rights team has said, the most important message at this stage is one of kindness. Whilst the system considers proposals and next steps, children still need support, Local Authorities still carry responsibility, and many families are already exhausted.

At Simpson Millar, we care deeply about the families we work alongside. We see firsthand the resilience and determination involved in securing the right education for a child. Our Education and Children’s Rights team is busy working through the document in full, with careful consideration of what is being proposed and what it could mean in practice. We will share further, clear and legally accurate analysis once we have completed that detailed review.

The SEND White Paper is out today and a lot of parents, children, young people, schools, professionals and even LAs will be worried and stressed.

A White Paper is proposals, ideas and possible strategies. NOTHING changes today! The law is still the law, exactly the same as it was yesterday and will be tomorrow.

There are many people reviewing, researching and assessing the paper, people much smarter than me! This includes IPSEA, Special Needs Jungle, Polly Kerr at Simpson Millar and many many others.

Please try to stay calm and be reassured that whatever the outcome and changes are, reSEND will be here to support you and your children!

The Schools White Paper, setting out proposals for SEND reform, has been published today.

Our legal team is carefully analysing the proposals. We’ll share our assessment of how they will affect children's right to provision that meets their needs, and we will post updates here as soon as we can.

We understand this is an unsettling time for families. The most important things to know right now are:

🔸The publication of the Schools White Paper does not immediately change the law.
🔹The SEND legal framework remains unchanged, and all existing legal duties continue to apply in full.
🔸The proposals set out in the White Paper are subject to consultation. We will share further information and guidance on the consultation shortly.

What does that mean? Well, a phase transfer is when your child/young person is literally transferring from one phase in their education to the next such as nursery to school, infants to juniors, first to middle, primary to secondary, middle to high school. It means that the LA must name the next setting for all phase transfer students by TODAY ready for September (other than post 16).

For those unhappy with the named setting, because the deadline is today, 15th February, you should have time to appeal the named school before September, though there is a large backlog of cases at Tribunal at present, but there are spaces reserved especially for phase transfer students!

For anyone who hasn’t heard, you can remind the LA of their legal duty and look at initiating a Judicial Review if they don’t name. If you need more information or aren’t sure what to do, we are always available at enquiries@resend.org.uk

For post 16, this transfer deadline is March 31st.

What a YEAR!

We officially became a Charity, we provided support to so many parent carers, schools and professionals as well as providing training both online and in person!

We're thrilled to be able to get probably up and running with our Pro Bono and discounted services as well.

Who knows what 2026 will bring but we are hoping to expand our Tribunal Team (while keeping a close eye on changes!) as well as increase our Pro Bono offering by applying for grants and fundraising to ensure that we live our ethos of Justice and Support for All!

Due to increased workload we are now seeking more *SEND Tribunal Support Advisers (TSA)* to join our Tribunal Support team. This will be a Seasonal/Periodic role which will cover Annual Leave and increased work loads.

We're thrilled to be able to tell you that reSEND is now officially a CHARITY!

This was approved on 3rd September, almost 6 years to the day that we officially became a company! we're so proud of how the company has progressed and how much support we have had over the years to make becoming a Charity possible!

Our website has been updated but changing everything over to our new logo etc will take time so please bear with us! We will also update this page (as soon as I work out how to change to the name!)

About reSEND

reSEND is an independent advisory service for families who have children or young people with special education needs and disabilities. We offer impartial, confidential and accurate information, advice, training and support for parents, carers, young people and children regarding Special Educational Needs or Disabilities. This includes information concerning Education, Health and Social Care services. We support parents, carers, young people and children and empower them to express their views and wishes and help them to understand and exercise their rights in SEND processes such as the Education, Health and Care Plan process. We liaise closely with schools, the local authorities, the voluntary sector and other relevant agencies including education, health and social care. We work closely with a number of charities to offer further support and training to families. We also offer bespoke training covering several topics including, but not limited to, Sensory Processing, Autism and EHCPs.

reSEND was launched in September 2019 by Liz Stanley. Liz is an Independent SEND (Special Educational Needs and Disabilities) Adviser and she has been working in the SEND arena for over 5 years. Prior to that she was an IT Trainer. Between 2015 and 2018 she had been working as an Independent Support Practitioner in Hertfordshire. The Independent Support service was established to support parents and young people through the SEND reforms that began in 2014. Independent Support Practitioners supported parents through the process of transferring Statements of SEN into the new Education, Health and Care Plans, as well as supporting those applying for the EHCP for the first time. This remit was then expanded to include support during the Annual Review Process of the EHCPs. During this time Liz supported over 300 families on a one to one basis and gave information and support in group environments to over 600 parents and young people. When this service closed in 2018 Liz continued to provide this support and expanded her remit further in a self-employed, independent capacity. It soon became very clear that this service was still in high demand and Liz decided to set up a company so she could increase the number of families that she and her team could support. Thus reSEND was born.
