Landlock signs a $5billion road contract with Zambia National Service

A USA defence and private contractor, Landlock Natural Paving Inc, has signed a $5billion contract with the Zambia National Service to do 5,000km of roads in Zambia.

This has been done without recourse to the Public Procurement Act of 8 of 2020 or the Public Private Partnership Act of 2020.

Further this has been done without recourse to Annual Borrowings Plans, Medium-Term Expenditure Framework(MTEF) or Zambia's 8th National Development Plan.

An MTEF is a multi-year public expenditure planning exercise that is used to set out the future budget requirements for existing services, and to assess the resource implications of debt and future policy changes and any new programmes.
